- Description
- USAID/Ghana intends to modify Contract No. 641-C-00-09-00012-00 with Education Assessment and Research Centre (EARC) for the distribution of instructional materials to support the nationwide implementation of the National Literacy Acceleration Program (NALAP). The modification will expand the scope of the current contract with an additional cost, not exceeding $240,000, but without an extension of the current contract period. The contract modification will enable EARC to provide services for the inspection and delivery of 2,498,000 units of NALAP instructional materials intended for teaching and learning activities in private schools. The current contract requires EARC to, among others, inspect and deliver 5,332,000 units of NALAP instructional materials for use in public schools. The modification will bring the total number of materials to be inspected and delivered under the NALAP initiative to 7,830,000 units of instructional materials. The increase in the number of units of instructional materials will extend the scope of the program to both public and private schools ensuring that complete national coverage is achieved in the implementation of the NALAP initiative. The modification of the contract will support the Ghana Education Service (GES) to fully consolidate and mainstream the innovative literacy instructional practices promoted by NALAP and enhance systemic change and sustainability of the best practices and impact of the initiative. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under AIDAR 706.302-70(b)(5) for the continued provision of specialized services when award to another source would result in substantial additional costs or unacceptable delays in the US Government commitment to the Government of Ghana under the Strategic Objective agreement. The Government will, however, consider all proposals received within 15 (fifteen) calendar days after the date of publication of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct competitive procurement.
