- RECOVERY-THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER THE ENERGY CONSULTING SERVICES BLANKET PURCHASE AGREEMENT (BPA) CONTRACT AWARDS (EMC Engineers, Inc.-GS06P09GXA0026/ Teng & Associates-GS06P09GXA0030). The solicitation which will be issued only to the Energy Consulting Services BPA Holders states that the Energy Consulting Services Contractor shall 1) provide engineering and commissioning expertise to conduct retro-commissioning planning, identify energy conservation and water conservation measures, scoping, testing, investigation, evaluation, analysis, calculations, energy efficiency recommendations, possible implementation, and report writing services for the subject General Services Administration Federal Buildings, and 2) investigate the existing Energy Management Controls System and metering systems in the subject GSA buildings and to determine the requirements and possible implementation for a project to upgrade the EMCS system to allow web based control/monitoring and to install advanced metering of energy and water in the building for the following locations: 1. Robert V. Denney Federal Building & U.S. Courthouse, 100 Centennial Mall North, Lincoln, NE 68508-3803 2. Edward Zorinsky Federal Building, 1616 Capitol Street, Omaha, NE 68102-4908 3.
