W912HQ-09-T-0024-0001 No further questions will be received. The following questions are hereby clarified: Due date for Bids remains the same. Bids may be submitted electronically via e-mail to Lisa Kurtz at lisa.l.kurtz@usace.army.mil Anyone who has already submitted a response may revise their response if necessary. Simply indicate that the submissiion is a revision to the response previously submitted. " The link listed on the RFQ was not working. You can view the current issue at http://www.imcom.army.mil/hq, under Hot Topics on the right side of the page is a listing of items. The current issue of the Public Works Digest is located there for a time just after it is issued; it can routinely be found under the News tab. " Are there any ads in this magazine? No ads " I have an ftp site that allows for large file upload/download without involving overnighting disks. Do I still have to include courier, Fed Ex or UPS delivery? Yes. " In person meetings are required to discuss changes to the layout. Why can't this be accomplished over the phone or through video conferencing? -- Layout changes are most often accomplished over the phone or via e-mail; however, a rare situation may occur that requires an in-person meeting. " Post contract award, will there be a project launch meeting to meet the responsible USACE staff in person? Although a project launch meeting is not required, some meeting or discussion will be necessary. Information exchange will be arranged at the convenience of both parties. " Is GPO doing the printing, and if so, is a completed GPO Form 952 required along with the press-ready files? A GPO Fm 952 is not required at this time, but the awardee should be prepared to provide such forms should requirements change. " Concerning the Contract Manpower Reporting Clause, are we required to register before we submit the solicitation or after the contract is awarded? - No, only the awardee will be required to register. Could you also send us a copy of the Contract Manpower Reporting Worksheet Document. - The worksheet is provided within the combined synopsis/solicitation notice at Attachment A. " I noticed a line item for the Contract Manpower Requirement on the estimating form. I have not provided this information in the past. Attachment A, that references the Contract Manpower Requirement lists information that would need to be provided to satisfy the requirement. I have two questions: a. Does a bidder need to complete CONTRACT MANYEAR REPORTING WORKSHEET before the award and include it in the proposal? Or can it be completed after the award? - Only the awardee will be required to register when award notice is provided. If you are aware of additional cost for this requirement in the event of an award you should indicate that on the estimating form as part of your proposal. b. On the estimating form, a dollar amount is required. Is this the dollar amount that will be subcontracted? Or the cost of preparing the manpower reporting requirement (as referenced in Attachment A)? - A dollar amount is not required, the space is provided in the event you would have costs to meet this requirement. " Can you please explain in more detail Potential contractors should consider in their bids unexpected layout changes due to fast-breaking news, changes in policy, and late submissions that may require travel to the Technical Point of Contact (TPOC) and vice versa. - Changes are most often accomplished over the phone or via e-mail; however, a rare situation may occur that requires an in-person meeting. In accordance with FAR 31.205-46, travel costs, if applicable, shall be reimbursed at rates not to exceed the maximum locality per diem rates (the combination of lodging, meals and incidentals) in effect at the time of travel, as set forth in the Federal Travel Regulations, Joint Travel Regulation and Standard Regulations, Section 925, as applicable. All air travel must be booked on American-flagged carriers, unless otherwise directed by the Contracting Officer. The appropriate Government Official, Quality Assurance Personnel or Contracting Officer shall approve travel. All invoices for travel shall be accompanied by supporting receipts. Also if travel is required during the life of the contract notice to the Contracting Office will be necessary in order for a modification to be issued to add a contract line item for travel. " Is this form of delivery, Courier services to pick up materials from TPOC at 441 G Street NW, Washington, DC, mandatory can this not be accomplished electronically? - Mandatory. " Will this contract be awarded on the basis of price only or are there other criteria that will be taken into consideration? - This contract will be awarded on the basis of price only. " Re create template follows current design exactly: is it possible to get the current InDD files from the firm that created them? If not, then full specs, fonts, colors, etc.? - The TPOC will supply files and information, but the awardee should be prepared to recreate some if not all of the design. " Re scans: is there a usual number per issue? - No. " Re custom icons: this may be more clear once I see a sample, but if you could describe this a little more, that will help me estimate. How many section heads are there? Colors per icon? Illustration needed? Do you need new ones created per issue? Per year? - Varies per issue. Suggest you view the archived issues for the past year or so. You can view them at http://www.imcom.army.mil/hq under the News tab. " Re stories per issue and turnaround: the RFQ notes a 2 day turnaround. What is the usual start-to-end amount of production/design time needed per issue? (Is this 2 days per story or per full issue?) Approx. how many stories per issue? Is there a sample production sked from previous issues that can be sent to us? - 2-day turnaround for initial layout of 44 pages; average number of stories over the last few issues has been 35. Start-to-end production/design time is 5-6 working days. " Re pullout: are there samples of previous versions that we can see to get an idea on time involved to create? - Not available. In the past, this has been a poster folded to fit and be secured in the publication. There has not been one for more than three years, but we want to preserve the capability. " Approx how many couriers are (usually) needed per issue? - One. " Re printing: Do you need press-checks and if so, are they in the DC area? - No. " If we are actively registered with CCR do we still need to submit FAR 52.212-3 with our quote? - Yes. If yes, do I just copy the form from the FAR site into my Word document and fill out Section (b) if applicable? - That would be fine. " The solicitation mentions other FAR documents (see below) as well as the Contract Manpower Clause. Do any of these need to be included with the proposal? - Only clauses that require your input will need to be included with your proposal. " Will the location of the bidder be a factor in the selection process? - No. " How often, historically, have you had to meet face to face with the contractor to revise an article? Can these meetings be conducted via video conference? - In past three years, zero. Historical information on the subject prior to that does not exist. " Will the selected contractor have to recreate all grids, backgrounds, etc.? For consistency's sake, will the selected contractor be provided the names of fonts that have been used? - This information can be found by viewing the current issue online. " Will the current icons be used in future Digests? Yes. Will the new icons be based upon the current look? - Yes. How many new icons are expected to be needed? - Unknown. " How much of the current review process relies on hard copies? Can the process occur electronically, via marked up pdf documents? - All electronic. " What is the current or past bid's dollar amount or budget? - This information would need to be requested through the Freedom of Information Act (FOIA). " Is the task performed at your location or mine? - The work is to be performed at the contractors site. " Is this solicitation just for the design services, etc. and NOT include printing of the Public Work Digest? - That is correct. " Is it possible to obtain the document for submitting this bid or do I need to create my own? - You need to create your own. " Is there an incumbent? - Yes. " Can the Army provide a budget estimate for this solicitation? - No. " Is there an incumbent for this effort? If so, can the Army provide the incumbent companys name, how long they have been performing this work, and the scope of services provided? - This information would need to be requested through a Freedom of Information Act(FOIA) request. " How many will be awarded? - There will be one contract awarded. There will be a requirement of 6 issues per year. " How many FTEs? - This is not a relevant question, you would need to decide how may FTEs it would require to perform the work. " What is the contract amount? - This will not be known until time of award. " Are resumes needed? For all or just for one? - Qualifications/experience should be identified for those performing the work. " What are the actual labor hours? - This is not a relevant question, you would need to determine the actual labor hours required to perform the work. " Is there a local preference? - No. " Do you require: " Examples of similar design projects (pdf files) required? Qualifications/experience should be identified for those performing the work. Examples may be included but are not required. " Rsums detailing the scholastic levels and professional experience of contractor's staff? Qualifications/experience should be identified for those performing the work. " Professional referrals for quality, creativity and responsiveness? Qualifications/experience should be identified for those performing the work. Referrals may be included but are not required. " Editorial digital image research and acquisition? No, except as noted in the SOW. " Any allowance for out-of-scope items and materials (like image purchases)? No. Not required. " How much editing will be necessary? Very limited. USACE performs the editing. " Hourly rates for tasks? No. " Approximately how much travel should be included in the estimate? There is usually none, but a rare instance might require travel. " Reference to text conversion: does this mean bring text from other programs such as Word, Excel, etc. and incorporating it into the design layout, or is there more involved than that? That is it. " Can you define digital image translation/extraction? Are you only referring to color correcting and/or file type changes? Or other type of work? - All professional work with and manipulation of digital images. " Can you also define text conversion? Is the intent to provide the Contractor with text in typical word processing formats (.doc,.txt., etc.) and convert them for use in designing the Public Works Digest? Is there another format that would be used, including providing hard copy? Please provide further explanation. - Text is provided in typical word processing formats, usually Word.
