Description
SOLE SOURCE PROCUREMENT ANNOUNCEMENT POC Takish Brown, Contract Specialist, (404) 331-2281 401 West Peachtree Street, Suite 2500 Atlanta, GA 30303 Takisha.brown@gsa.gov. The U.S. General Services Administration (GSA), Region 4 plans to negotiate on a sole source basis with Advanced Controls, Inc. to procure a Building Automation System (BAS) Upgrade to the current BAS at the Paul G. Rogers Federal Building and Courthouse, located in West Palm, FL. Negotiations shall be conducted pursuant to the authority of FAR 6.302-1. The government believes that only one source is capable of providing this installation/upgrade because of the proprietary nature of the existing equipment/systems installed. The current Building Automation Systems (BAS)used at Paul G. Rogers Federal Building and Courthouse uses proprietary software for programming and development under Andover Controls licensing agreements. This system will be upgraded to the Andover "Continuum" system to allow for more flexibility and to be accessible via the GSA intranet. The system is proprietary in that it was developed by Andover Controls and installed via Advanced Controls. Additionally, it is protected with patent infringement rights dealing with intellectual property. Under this procurement, GSA will issue specific requirements and deliverables through the anticipated Contract Award. Based on the Award, the contractor shall provide a combination of products and services to expand the existing controls at the Paul G. Rogers Federal Building and Courthouse. This notice of intent is NOT A REQUEST FOR COMPETIVE PROPOSALS. However, interested parties may identify their interest and capability to respond to the requirement by submitting documentation to Takish Brown at the office identified above or by e-mail at takisha.brown@gsa.gov, which establishes that their specifications meet the Requirement of this project, 15 days from the date of this announcement. A determination not to compete this procurement based on response to this notice is solely within the discretion of the Government. This is for informational purposes only and not to be construed as a commitment by the government. Any information submitted to this notice of intent is voluntary.
