- The National Cancer Institute (NCI), Division of Basic Science (DBS), Radiation Biology Branch (RBB) plans to procure the brand name IOX-Base-8 customized pulmonary analysis software and hardware applications for real-time analysis of respiratory flow signals with Emka Technologies; 307 Annandale Rd.; Suite 203; Falls Church, Virginia 22046-2931. The supplies are herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-(b) (1). The North American Industry Classification System code is 334516 and the business size standard is 500 employees. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. No faxed or emailed capability statements will be accepted. Contractor shall provide one (1) original and one (1) copy of the capability statement. Capability statements must be received in the contracting office by 11:00 AM EST, by August 24, 2009. All questions must be in writing and can be faxed or emailed to: Ashley Virts, Contract Specialist via electronic mail at virtsa@mail.nih.gov or fax to 301-402-4513. It is the vendors' responsibility to ensure all questions have been received in the contracting office. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA). Reference: NCI-90182-AV on all correspondence. Part I: Background information and description of requirements: The Radiation Biology Branch is currently studying a number of molecular and chemical protectors against radiation-induced fibrosis. One site of particular concern is radiation induced fibrosis in the lungs after thorastic radiation. The lab uses a variety of methods to record the fibrosis damage but all result in the death of the animal. The purpose of this acquisition is to procure support for radiation studies by examining the effects of ionizing radiation on the lungs of irradiated animals through customized plethysmograph unit software. This software method will allow study of lung function without long term periods of radiation exposure which causes the death of the subjects. The RBB will be examining the effects of ionizing radiation on lung function in mice after the administration of various radioprotectors. To derive continuous information over a more substantial period than currently available, the acquisition of software and applications as described above will serve to function using various lung tests including breathing rate, respiratory flow and plethysmograph for the mouse. Delivery Date: 3-4 weeks software/ 6-8 weeks hardware JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION: Part II: Facts and Reasons to Justify Other than Full and Open Competition: Statutory Authority Statute: This justification has been prepared under the authority of 41 U.S.C. 253 (c)(1) as set forth in 13.106-1 (b)(1) Justification: Emka Technologies is the sole manufacturer; distributor and service provider of the IOX-Base-8 customized pulmonary analysis system software and hardware applications critical for real-time analysis respiratory flow studies performed within the lab. The RBB will need to follow breathing rate continuously over several months which would be impossible without the use of the unique offerings from Emka to keep the animals alive for continuous study on the same subjects. Salient Characteristics of the Emka IOX-Base-8 customized pulmonary analysis software and hardware applications: • Visually quantify real-time analysis through the use of the Beat Superposition panel • Create customized templates that provide user defined trend graphs, compare trend graphs, signal graphs, and data table • Capable of adjusting breath-to-breath analysis based on real-time changes in experimental conditions via the Tuning » Analyzer panel and/or the Alarms panel within software • Capable of exporting statistical information and report files while still working through collection data • Change reported and exported values via the Tuning » Storage panel in real-time • Seamlessly load multiple acquisition output data files into Datanalyst • Provide EC50 highthroughput statistical analysis for individual or group specimens/assays
