- Department of Homeland Security (USCG) HQ USCG Office of Work-Life Health Promotion Division CG-11 This is a Request for Information (RFI) only. This RFI shall not be construed as a formal solicitation or an obligation on the part of the government to acquire any product or services. It does not guarantee a solicitation will be issued. Submission of any information in response to this RFI is completely voluntary, and shall not constitute a fee to the government. The information requested will be used by HQ United States Coast Guard (CG) to facilitate decision making. Background: The Coast Guard is a military, multi-mission maritime service within the Department of Homeland Security and one of the five armed forces. Its core missions are to protect the public, the environment and U.S. economic and security interests in maritime regions. Protecting the health and safety of the CG workforce and optimizing their physical readiness is a key responsibility within the CG Health, Safety and Work-Life Directorate. The Office of Work-Life Health Promotion Division is responsible for CG fitness and weight control programs, policies and many related services. The Coast Guard has maximum allowable body fat standards for members. Members who do not meet the standard are placed on weight probation. The Coast Guard seeks to provide a comprehensive weight management intervention service to provide members with the knowledge, skills and abilities they need to make healthy food choices, engage in regular physical activity, and achieve weight compliance with Coast Guard policies. The ultimate goal and success indicator of the weight management program is for program enrollees to achieve weight compliance within their assigned probation period and maintain compliance thereafter. Requirement: The purpose of this requirement is to acquire commercially available services for confidential, evidence-based weight management client services for Coast Guard (CG) active duty members on weight probation, hereinafter called “members”. Services shall be easily accessible, flexible, and innovative and include confidential, toll-free, telephonic and online weight management coaching and support services. Contractor services will provide screening and assessment of readiness to change; personalized coaching and advice; support materials; nutrition coaching and lifestyle behavior change planning. Contractor will assist the CG with data collection and reporting to determine the success of this new program. This requirement is in the pilot stage and feedback from the Contractor will have an important role for USCG planning on how to best assist members in the future. Membership to receive this service is estimated at 1200 members annually during this pilot stage. The period of performance for this requirement is a base year with one option year. A review of available North American Industrial Classification (NAICS) codes finds that NAICS 621999 (All Other Miscellaneous Ambulatory Health Care Services) appears to be the closest NAICS category for the weight management program requirement. The small business size standard for NAICS 621999 is $7M annually based on a 3-year average of annual receipts. Responses to this notice should be electronic and include: company name, address, point of contact, DUNS Number, size of business and socioeconomic status that is supported by a current registration status of active in the Central Contractor Registration (CCR) https://www.bpn.gov/ccr/contractors.aspx. In addition, please provide a capability statement that you currently provide to the commercial market and have the resources and experience necessary to provide this type of service to an estimated 1200 members annually.
