Description
The U.S. Department of Commerce, National Marine Fisheries Service, Habitat Conservation Division in St. Petersburg, FL intends award a Purchase Order for the Development of a Fish Passage Research Plan for Atlantic and Shortnose Sturgeon. The purpose of this work is to assist National Marine Fisheries Service (NMFS) in development of a detailed research plan for determination of bioengineering design criteria for effective upstream and downstream passage for sturgeon at man-made barriers and dams. Elements of the research plan will include identification and characterization of at least three (3) actual dams or obstructions with and without fish passage facilities within the existing range of each species. This research will augment development of the NMFS fish passage design standards and criteria manual for diadromous species. The work is intended to support timely and successful establishment of upstream and downstream passage for shortnose and Atlantic sturgeon throughout their historic range on the Atlantic Coast. Establishment of safe, timely and effective passage is considered by NOAA Fisheries to be a critical element and immediate need for protection and recovery of both sturgeon species. MINIMUM CONTRACTOR REQUIREMENTS: The following research experience and capability requirements must be met by eligible contractors. 1. The Contractor must demonstrate substantial prior research experience in evaluation of sturgeon behavior and movements in experimental and actual upstream and downstream passage facilities. 2. The Contractor must have demonstrated and extensive experience through actual conduct of research applicable to sturgeon habitat preferences, spawning migration patterns in north and south Atlantic river basins in the U.S. 3. The Contractor must have demonstrated ability to arrange field logistics for conducting fish behavior and habitat characterization studies in riverine environments at all seasons of the year, including housing, land and boat transportation, access to field sites and in-water sturgeon behavior and movement studies. 4. The Contractor must have demonstrated substantial experience in state of the art telemetry technology with sturgeon species, PITT technology, DIDSON and hydroacoustics technology, sturgeon population dynamics studies, traditional fisheries sampling techniques applicable to shortnose and Atlantic sturgeon. 5. The Contractor must have a current NMFS Permit authorization to take protected species (shortnose sturgeon) for scientific purposes. 6. The Contractor must have demonstrated substantial experience in planning and completing major fish behavioral research projects, and publication of research findings in scientific journals. The period of this contract should be 16 consecutive months after the date of award. This is a small business set-aside. The NAICS code for this action is 541990. Small business size standard shall not to exceed $7.0M.
