- RECOVERY: Orlando, Florida, Industry Day: Modernization of the George C. Young Courthouse and Federal Building On Wednesday August 19, 2009, The United States General Services Administration (GSA) will conduct an Industry Day for prospective Small Business Subcontractors, for the construction phase of The George C. Young Courthouse and Federal Building, Orlando, Florida. The Industry Day, or Small Business Subcontracting Networking Session, will be conducted from 6 p.m. to 8 p.m. at the: The Sheraton Orlando Downtown Hotel 60 South Ivanhoe Boulevard Orlando, Florida 32804 Hotel Tel: (407) 425-4455 Room: Anderson/Delaney. The Construction Manager as Constructor (CMc) services contract for the project was awarded to Skanska USA Building Inc. in the amount of $35,000,000. In an effort to facilitate the Small Business Community participation in the construction of the main building project, Small Businesses are invited to network with Skanska as they continue to enter into agreements with qualified subcontractors. The George C. Young Federal Building and Courthouse (FB-CT) is located at 80 North Hughey Avenue on the western border of Orlando's Central Business District. The FB-CT is located on the north-east corner of a 3.5 acre lot, co-located and connected to the new courthouse annex and parking garage. The project is a major repair and full modernization of the 182,000 square foot FB-CT. The FB-CT constructed in 1975 has a square foot print and is six floors above grade with a full basement. The overall goal of the project is to convert the facility into a "high-performance green building", meeting the requirements of LEED program, Silver status. Work items include: Modernization and upgrades to the public toilets, public spaces and space reconfiguration to meet tenant requirements. Replacement of Air Handling Units, Fan Coil Units, ductwork and insulation. Renovation and upgrades of the plumbing, lighting and fire protection systems. Replacement of the elevator cab finishes and controls and removal of asbestos containing materials in the buildings. This Industry Day is intended to affirm GSA's recognition of the talent that exists in the Small Business Community and its commitment to opening a dialog between that community, GSA and the construction firms that have been selected for this project. Skanska, the Construction Manager as constructor (CMc) firm selected for this project submitted a Subcontracting Plan prior to contract award demonstrating a commitment to awarding a target estimated value of $11,214,602 within the following categories: Small Disadvantaged Businesses (including 8(a) - 8%; Woman-Owned Small Businesses - 5%; HubZone Businesses - 3%; Small Disabled Veteran-Owned Businesses - 3%; Veteran-owned Small Business Concerns - 3% of the planned subcontracting dollars. Prospective Small Business Subcontractors will be given an opportunity to network with Skanska, GSA and other firms and to showcase their special talents and abilities as qualified subcontractors. Although it is anticipated that this Industry Day will assist Skanska in identifying qualified subcontractors to meet the subcontracting goals listed above for this project, because GSA is not permitted by law to be a part to contractual relationships between potential Prime and Subcontractors, any contracts that may be entered into as a result of this Industry Day will be strictly private arrangements between the interested parties based on perceived ability and need.
