Description
The Federal Highway Administration (FHWA) intends to negotiate a sole source purchase order with National Asphalt Pavement Association (NAPA) for the Co-Sponsorship to conduct and organize the 2009 Pavement Smarter Symposium on Recycled Asphalt Pavements and Warm Mix Asphalt (WMA). NAPA has developed an innovative approach to showcasing WMA through various workshops for all critical parts of asphalt concrete community owners, engineers, binder suppliers and providers of asphalt products. NAPA will promote the widespread use of asphalt pavement recycling in addition to conducting research for recycled materials. NAPA has the capability to deliver innovative asphalt pavement recycling technology and will assure more efficient use of WMA materials through proper evaluation, mix, design, and production practices that will be established through this conference. NAPA is the only source who has the expertise and history that can provide the technical research and innovative technology for their conference. All responsible sources may submit a response identifying their interest and capability to respond to the requirement. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one course under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is a Simplified Acquisition and the total estimated value is not to exceed $15,000.00. The anticipated award date is August 24, 2009
