Description
This is a combined synopsis/solicitation for non-personal services in support of the Single Family Quality Assurance Division Leader Oversight & Risk Management Training August 25-27, 2009 in Atlanta GA. This requirement is prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; interested parties must respond with a proposal for the even NLT 1600 Monday 17 August 2009; a written solicitation will not be issued. Solicitation R9HRO0015 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24. The NAICS code for this procurement is 721110. The Department of Housing and Urban Development (HUD) anticipates award of a Firm-Fixed Contract. This procurement will be awarded based on low price technically acceptable quote. STATEMENT OF WORK Single Family Quality Assurance Division (QAD) Lender Oversight & Risk Management Training August 25-27, 2009 Atlanta, GA 1.0 INTRODUCTION This order is for non-personal services in support of the Single Family Quality Assurance Division (QAD) Lender Oversight & Risk Management training course. Required services include meeting rooms, a lodging block, equipment, and miscellaneous support during the period August 24-27, 2009, in Atlanta, GA. 2.0 BACKGROUND The Single Family Quality Assurance Division (QAD) Lender Oversight & Risk Management Training is designed for Single Family Field and Headquarters staff, supervisors, and managers. This course will prepare Quality Assurance Division staff to (1) conduct reviews of Federal Housing Administration (FHA) approved lenders to ensure that lenders are in compliance with Departmental (HUD)/FHA origination, underwriting, servicing, quality control and operational requirements; and (2) recommend appropriate actions to mitigate losses and curtail unacceptable practices. Training will highlight new legislative and programmatic requirements governing FHA business. The course covers FHA’s internal requirements for conducting its compliance and monitoring function with emphasis on the following topics: •Underwriting FHA Loans •Direct Lending •Quality Control •Servicing and Loss Mitigation •HECM (Reverse Mortgages) •Mortgagee Review Board and Enforcement •Key Data Systems The course will be interactive, involving case studies, small group activities, and learning games.   3.0 COURSE OBJECTIVES At the end of the course, given the instruction, participant materials, and exercises, participants will be able to: •Conduct reviews of FHA approved lenders •Recommend appropriate actions to mitigate losses •Curtail unacceptable practices 4.0 SCOPE The vendor shall provide lodging for up to 120 participants and conference facilities for up to 130 participants. The vendor shall reserve a block of lodging rooms for participants. Participants shall call the vendor and guarantee their individual lodging with a personal credit card and the actual lodging dates. Participants will check-in on Monday, August 24, 2009 and checkout on Thursday, August 27, 2009. Some participants may checkout on Friday, August 28, 2009 due to flight arrangements for return to the Official Duty Station. 5.0 LODGING ROOMS AND CONFERENCE ROOMS 5.1 Lodging: Check-in will begin no later than Noon on Monday, August 24, 2009. Checkout shall be completed no later than 12 noon on Friday, August 28, 2009 for all participants. Requirements are: 5.1.1 For the period four nights, reserve/furnish 120 single sleeping rooms, which are to be paid by the participants and shall not be charged to the Government. 5.1.2 Amenities normally provided in rooms and charged to the occupant on a usage basis (e.g., telephone, mini-bar, internet connection, movies, sometimes parking) are not a part of this contract and shall not be charged to the Government. The vendor shall make arrangements with each participant to collect these fees directly from the participant. 5.2 Conference Rooms: The following room is required for this activity: One large conference room large enough to accommodate 130 participants set in rounds of four (4) and three (3) breakout rooms for 35 participants each. Drinking glasses and water shall be provided on side tables in each room in sufficient quantities to accommodate the number of participants scheduled to use the room on any given day. Water supplies shall be replenished during lunch break each day the room is scheduled for use. 5.2.1 The conference room is required for three (3) days from 8 a.m. to 5:30 p.m. in August 2009. The room shall be free of viewing obstacles such as pillars, mirrors, alcoves, etc. The room shall be arranged so that all 130 members of the audience will be seated comfortably in rounds of four (4) facing the speaker with an unobstructed view of the speaker. The room shall be equipped with the following equipment: •Dias •Two (2) speaker’s podiums •Two (2) podium microphones •Two (2) lapel microphones •One (1) Channel Mixer (16 Channels) •Six (6) LCD Projectors (3500 Lumens) •Two (2) 9x12 fast fold screens with Dress kit •Two 10x10 cradle screens •Two (2) 8x8 tripod screens •Four (4) wireless handheld microphones with stands •One (1) JBL 15” Full Sound System Package with four (4) speakers •One (1) Wireless remote with laser pointer •One (1) High Speed Internet Connection •Three (3) Flipchart Packages •Two (2) 32” LCD Monitors for Slide Viewing •Two (2) RGB DA •One (1) Operator •One (1) table in back of room for materials. Three (3) Breakout rooms are required for Thursday, August 27, 2009 and shall be set-up for 35 participants in classroom style and include one (1) flipchart easel and pad in each room. The rooms shall be equipped with a podium and instructor table for three (3) in the front of the room. The room shall be equipped with the equipment listed above and one (1) table in back of room for materials. Breakout should be arranged for 35 participants in classroom style. The rooms should be equipped with a podium, instructor table for three (3) in the front of the room, and one (1) flipchart easel and pad. 6.0 MEALS AND/OR REFRESHMENTS The Government recognizes that industry practice regarding the pricing of meals and/or refreshments varies from vendor-to-vendor. Therefore, in order to facilitate the use of a uniform statement of work, this paragraph 6 is subdivided to accommodate different pricing policies and to accommodate the fact that the Government’s authority to contract for meals and/or refreshments is dependent upon the specific circumstances of each event. Therefore, when reading this paragraph 6 and its subparagraphs, the vendor shall interpret any subparagraph not containing dates and/or quantities as a subparagraph that does not apply to this contract. 6.1 MEALS AND/OR REFRESHMENTS NOT SEPARATELY PRICED AND PROVIDED EITHER ON A COMPLIMENTARY BASIS OR AS PART OF THE VENDOR’S CONFERENCE PACKAGE The vendor shall provide meals and/or refreshments in accordance with the vendor’s quote. The parts of the quote that address meals and/or refreshments provided on a complimentary basis or as a non-severable part of the vendor’s conference package are hereby incorporated into this subparagraph 6.2. 7.0 LOCATION The hotel shall be located near local, reasonable public transportation as well as eating facilities to accommodate the group. TERMS AND CONDITIONS The following clauses and provisions apply to this solicitation: Incorporated by reference are Federal Acquisition Regulations (FAR) 52.203-15 Whistleblower Protections; 52.204-11, Instructions to Offeror-Commercial Items; 52.212-2, Evaluation-Commercial Items: Paragraph (a); 52.213-4, Terms and Conditions-Simplified Acquisitions. The following factor(s) shall be used to evaluate offers: Price; FAR 52.212-3, Offeror Representation and Certifications-Commercial Items; FAR 52-212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions-Commercial Items Required to Implement Statutes or Executive Orders-Commercial Items. Additional FAR clauses apply. Quotation shall also include the following information: 1. Request for Quotation (RFQ) Number. 2. Time specified for receipt of offers. 3. Name, address, and telephone number of offeror. 4. A completed copy of the representative and certifications at FAR 52.212-3 Alt. 1. 5. Prospective contractors must be registered in the Central Contractor Registration (CCR) database. Information regarding CCR requirements may be obtained at www.ccr.gov. or calling 1-888-227-2423. 6. The offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation. 7. Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt shall not be considered. All responsible small business sources may submit a quotation, which, if received prior to the expiration of the deadline, shall be considered by this agency. The solicitation will be available solely through the General Services Administration’s Federal Business Opportunities web site http://www.fedbizopps.gov. Hard copies of the solicitation will not be available. The web site provides downloading instructions. All future information regarding this acquisition, including solicitation amendments, will also be distributed solely through this web site.
