- The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries, located in Miami, FL intends to acquire 16 Pop-Up Archival Transmitting Satellite Tags:. DESC: This is a notice of intent to obtain a Pop-Up Archival Transmitting Satellite Tags: To be considered interested parties must be able to demonstrate their ability to provide tags that meets the following specification: The minimum functional requirements: -weigh 80 grams or less, excluding tether and attachment (to animal) material, and positively buoyant when released from tether -operational range in open ocean environment attached to moving animals to depths of 1000 m, temperatures of 0 to +60 deg C, and placed globally -lithium battery sufficient to sample data for one year and transmit at least 10,000 32 byte transmissions; tag with salt-water switch and with out-of-water sensor -≥16 MBytes of non-volatile flash memory; detailed data are stored in archival tag and summary data are transmitted at release -12-bit analog converters to provide high-accuracy depth and temperature readings -8-bit analog-to digital converter for light level and battery voltage readings -depth accuracy of 1% or better, measurable between 0-1000 m with a resolution of 0.5 m -temperature accuracy of 1% or better, measurable from 0 to +60 deg. C with a resolution of 0.05C -on-board real-time clock temperature-compensated to accurately time data readings and release date -light level measured as irradiance at a wavelength of 550nm, measurable from 5 x 10-12W.cm2 to 5 x 10-2W.cm2 in logarithmic units; longitude accuracy up to 0.5 degrees -fully controllable and upgradeable onboard software; all parameters are user-programmable -corrodible link to tether that releases the tag when either the user-programmed release date is reached or the -pre-mature release criteria are met. -pre-mature release features: -(1) RD-1500 to sever tether at depth of approximately 1500 m -(2) user-programmable software to release tag from tether (via corrodible link) when tag has been at a nearly constant depth over a period of time (programmable threshold duration) and with a variance set by the user -transmission at pop-up to ARGOS satellite with repetition rates of 44-64 (user programmable) seconds of frequency tables of depth distribution and temperature distribution, depth-temperature profiles, light level and locational data, and tag status data for each sampling interval specified by the user -transmisson to include checksum error testing -priority transmission of detailed data corresponding to the 15 days prior to release of tag, if pre-mature release criteria met -user-controllable start up of tag without computer link, once the tag has been programmed by the user-user programmable depth to trigger initialization of the software for the pre-release criteria. These specifications are essential to ensure the compatibility of results with earlier results of the same study; the government has since deployed 47 such tags in a post-hooking mortality study for ESA-protected loggerhead sea turtles. Wildlife Computers is the only U.S. supplier that has popup satellite archival tags with operational protocols that ensure that even if the turtle are put on dies, that scientists will get back the data transmitted through the ARGOS satellite system. These protocols include a mechanical failsafe system that releases the tag prior to the popup date if the turtle sinks past 1,500 m. Software that allows researchers to program the tag to release prior to its programmed date if the animal maintains a specified depth range for a particular time period. They also can be programmed to transmit intermittently while still attached to the turtle to provide data critical to using known-fate mark-recapture analysis methods. To be considered, firms must furnish detailed information concerning their capability to provide the supply and satisfy or exceed the Government's needs. Such information shall include, at a minimum, name, telephone number and address of concerns for whom you have furnished this supply previously, and detailed narrative that described your facility and ability to provide this supply. This notice is for a supply for which the Government intends to solicit and negotiate with only one source Wildlife Computers. The Eastern Region Administrative Division (ERAD), requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR).
