- Currently Earth covered storage magazines (igloos) have a two step differential between the pavement and the igloo floor. This 1942 design was intended for small packaged hand carried munitions which required no additional material handling equipment. However, today's larger munitions require forklifts to move munitions in and out of the storage igloos through a four foot wide door. A step differential from the apron to the door of the igloo requires ammunition handlers to setup of temporary metal ramps to allow forklifts to enter the igloos. Today's larger missile containers require two munitions handlers to straddle these large containers end to end through the four foot wide doors in order to store and retrieve them. This project will consist of replace and modify 107 igloo doors and associated aprons. Change existing igloo door openings from four-foot wide, single-leaf function, to ten-foot wide openings with double-leaf security doors. Replace existing aprons eliminating steps, and provide new concrete ramps and paved aprons assuring continuous ramp access to facilitate handling, storage, and transport of joint service missiles and large Class-V items. The proposed procurement is unrestricted. NAICS: 236210 with a business size standard of $33.5 million in average annual receipts over preceding three fiscal years. Estimated cost of services is between $5,000,000 to $10,000,000. The solicitation will be provided in an electronic format, free of charge on or about 13 Aug 2009, to all authenticated account holders of Federal Business Opportunities (FBO) System. Please note that all Corps of Engineers acquisitions are considered sensitive, but unclassified documents and require users to have valid MPIN entered in the FBO systems to access package. The media through which the Government chooses to issue this solicitation will be the Internet only. This solicitation will not be issued in paper.
