Description
The purpose of this notice is to announce to potential offerors that the Final Request for Proposal (RFP) under solicitation number N00019-09-R-0215 (FMU-164/B Bomb Fuze) is anticipated to be posted on or about 31 October 2009. If a solicitation is released it will be posted on the Federal Business Opportunities website (www.fbo.gov) and the NAVAIR website (www.navair.navy.mil). It is the potential offeror’s responsibility to monitor these sites for the release of any solicitation or synopsis. This notice also announces the release of the following revised draft documents for the FMU-164/B Bomb Fuze: 1) DRAFT Performance Specification; 2) DRAFT Acceptance Characteristics Requirements; 3) DRAFT Statement of Objectives; 4) DRAFT Fuze Operation Characteristics Requirements; 5) DRAFT Design Safety Characteristics Requirements; 6) DRAFT Systems Engineering Plan. These documents are designated “Distribution D” and will not be posted to this website. A request for these DRAFT documents must be completed according to the instructions below and processed through this office. Upon verification of your status as a current and approved Department of Defense (DoD) contractor and acknowledgement of your responsibilities under U.S. export control laws and regulations, the requested documents will be provided via CD-ROM. NAVAIR welcomes COMMENTS ONLY to the draft documents. Interested firms shall not submit questions. Comments must be submitted to the below point of contact by 5:00 p.m. EST, 11 September 2009. RELEASE OF TECHNICAL DATA PACKAGE: This program includes information that has been designated “Distribution D” and is only releasable to current and approved Department of Defense (DoD) contractors. Some documents are under Federal export control for “sensitive” or “controlled” technologies regulated by the U.S. Department of State’s International Traffic in Arms Regulations (ITAR) protecting national security. Prior to release of any control document, the contractor must acknowledge its responsibilities under U.S. export control laws and regulations (including the obligation, under certain circumstances, to obtain an export license prior to the release of technical data within or outside the United States) and agree that it will not disseminate any export-controlled technical data subject to this requirement in a manner that would violate applicable export control laws and regulations. It is the responsibility of the contractor to provide this certification and/or proof of a current approval, authorization, or license under E.O. 12470 or the Arms Export Control Act. INSTRUCTIONS FOR REQUEST: Interested firms shall submit a signed written request for the above documents to LCDR Chris Kovack at christopher.kovack@navy.mil. Firms must officially request the controlled documents in writing. To validate the controlled document release, the request must include the potential offeror’s company name, mailing address, email address (if available), point of contact, phone number, current CAGE number, Central Contractor Registration number/DUNS and proof of current security authorization. In addition, the written request must include acknowledgement of the contractor’s responsibility under the U.S. export contract laws and regulations. For any foreign firm, the request must include proof of a current and applicable approval, authorization, or license under E.O. 12470 or the Arms Export Control Act, if applicable. Upon verification of your status and acknowledgement, the requested documents will be provided via the mail on a CD-ROM. All requests for the above documents must be submitted to the abovementioned point of contact by 5:00 p.m. EST, 27 August 2009. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL and does not constitute a solicitation for bid or proposals, and it is not to be construed as a commitment by the Government. This information provided herein is subject to change and in no way binds the Government to solicit for or award a competitive contract.
