- This is a combined synopsis/solicitation for the purchase and delivery of two (2) customized storage pods in accordance with the Federal Acquisition Regulations (FAR) Part 12.6 as supplemented with additional information included in this announcements for the Department of the Interior (DOI), Bureau of Indian Affairs (BIA), Western Regional Office (WRO). The DOI/BIA/WRO has a requirement for the purchase and delivery of two (2) customized storage pods to store police evidence. One pod to be delivered to San Carlos, Arizona 85550, and one pod delivered to Whiteriver, Arizona (85941). This notice is hereby issued as RFQ No. RMH00090047. All responsible sources are encouraged to submit a quote. Quotes shall be submitted to Geraldine Williams, 400 N. 5th Street, 12th Floor, Phoenix, Arizona 85004 or emailed to geraldine.williams@bia.gov by the close of business, 4:30PM Local Time, on Tuesday, September 4, 2009. This is a 100% set-aside for Total Small Business Concern. the NAICS for this acquisition is 332311. SCOPE OF WORK SIZE: 8 feet Wide, 40 feet Long, and 8 feet (or 9ft,6inch) in Height.Within the pod, there needs to be a solid wall division to create a minimum 10ft (or maximum 12ft) receiving area that will be utilized for evidence storage preparation. The receiving area needs to be separated from the remaining 28ft/30ft section. The 28ft/30ft section will be utilized to store the evidence items. This separation wall to contain a solid metal locking door opening into the receiving room area. This door to be able to lock and have a separate key locking mechanism different from the main entrance door, to include having an added protection cover plate to prevent tampering with the door latches for possible entry into the evidence storage area. INTERIOR INSULATION: High level fire resistant foam insulation (1.5inch foam insulation) to be under the pod to increase insulation. The interior walls of the entire pod to be insulated with high level fire resistant foam insulation. The entire pod ceiling needs to be an acoustic ceiling for heating/cooling duct work and light fixtures. The entire pod floor to be tiled flooring (solid beige color). HEATING & COOLING: A heating and cooling unit to be installed (see diagram - available upon request) and must be able to maintain a constant temperature throughout the entire pod and controlled with a thermostat. The pods will require heating/cooling duct work to be installed between the metal roof and the acoustic ceiling allowing cooling/heating throughout the entire pod. The ducts leading from the 10ft evidence receiving room need to be secured with wire bars or wire mesh to prevent passage of a person or object through the duct work. The duct work should be large enough to perform its task, but small enough to maintain security separation of each room by not allowing a person access through the duct work. The heating/cooling unit itself needs to be secured to the pod and protected with metal security bars around the unit to prevent removal of the unit for entry. MAIN ENTRY DOOR: The door will be located at the 10ft evidence receiving room. The doorway to be at least 4ft wide and the door itself to be solid metal door. Locking devices are needed. An "EXIT" sign to be on the egress door, as part of OSHA requirements. EMERGENCY EXIT DOOR: The emergency exit door will be located at the 28ft/30ft section of the pod. The doorway to be 4ft wide and the end of the door should be 4ft away from the end wall. An 'EXIT" sign to be on the egress door, as part of OSHA requirements. This door should not have any key access from the outside and is for emergency exit only. ELECTRICITY: The pods to have electrical outlets, light switches and overhead tube florescent lighting throughout the pod. (See diagram - available upon request) The Breaker Box needs to be installed on the steel partition wall within the 28ft/30ft storage area. Exterior security motion lights to be installed (see diagram). The pods are expected to have all the required accessories. Upon completing delivery and set up, the pods should be ready for an electric company to provide electric service. The pods should be able to withstand the weather elements and protect any items within the pods from weather damage. STORAGE SHELVING: Four to five feet separate metal adjustable shelving (20ft W x 4ft L) to be installed in the 28ft/30ft storage area and must be able to hold at least 50lbs, per section. Each section will be adjacent to each other allowing for a long continuous shelving unit (see diagram). The shelving to be 3-tiered shelving with about 36ft of space between each row of shelves. WORK SPACE TABLE TOP: A work top tab le is needed within the 10ft/12ft evidence receiving room. The work table to be of athick sturdy countertop styled material (approximately 1inch thick, 16 inch deep, 112 inches long). DELIVERY: Delivery and set up for both pods to be completed within 90 days after the contract is awarded and ready for operation. If the pod construction is completed prior to the 90 day delivery and setup, the DOI/BIA/WRO must be notified at least 7 days in advance for preparation of delivery sites. PLACE OF PERFORMANCE: The contract work will be performed at the contractor's facility and/or the location utilized by the contractor for construction. PERIOD OF PERFORMANCE: Construction, delivery and set up for both pods to be completed no later than 90 days after the contract is awarded. SUBMITTALS: All quotes shall include an itemized list of the above specifications and options, with pricing. CONTRACT CLAUSES: This notice hereby issued as RFQ No. RMH00090047. This RFQ will be conducted as a commercial item acquisition in accordance with FAR Part 12. The following provisions and clauses are incorporated and in effect through Federal Acquisition Circular (FAC) 2005-26. The FAR clauses and provisions are incorporated into this acquisition shall be: 52.212-1 Instructions to offerors - Commercial Items (June 2008); 52.212-3 Offeror Representations and Certifications - Commercial Items (June 2008); 52.212-4 Contract Terms and Conditions - Commercial Items (Feb 2007); 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial items (June 2008); FAR clauses are available to the Internet Website http:www.arnet.gov/far. DOI/BIA/Western Regional Office requires that all contractors doing business with the Government are required to be registered with the Central Contractor Registry (CCR) and the On-lline Representations and Certifications Applications (ORCA).
