- Description
- The Department of Health and Human Service (HHS), Program Support Center, Division of Acquisition Management on behalf of the Indian Health Service intends to award on a sole source basis, a fixed-price contract to the American College of Obstetricians & Gynecologists. The contract will be awarded for a 12-month base period and three 12-month option periods under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. ACOG is located at 409 17th Street, S W., Washington, DC 29924-2188. The anticipated award date is September 30, 2009. Under the terms of the contract ACOG will conduct annual site visits to designated IHS areas to provide professional consultation on women’s health, conduct an accredited post-graduate OB/GYN course annually, and recruit up to 30 board-certified fellow and/or board-eligible junior fellow obstetricians and gynecologists per year, for 3-week periods of time, to provide temporary physician coverage at the Indian Health Services (IHS) federally or tribally-operated facilities that have full-time OB/GYN physicians. These facilities are located in the Oklahoma City, Aberdeen, Billings, Navajo, Albuquerque, Alaska and Phoenix areas. ACOG is a professional organization representing over 38,000 OB/GYN physicians in North American and is the major source of pertinent clinical and social policy relating to women’s health care. The principal activity of ACOG is that of being the nationally recognized focus of OB/GYN medical care and continuing professional education in the field. For over 30 years, ACOG has maintained a special Committee on American Indian Health Affairs comprised of present and former IHS OB/GYN physicians and ACOG consultants. ACOG is the organization that sets the standard for OB-GYN care within the United States. All OB-GYN physicians graduate from medical schools that follow ACOG standards for OB/GYN physician training and for OB/GYN patient care. Joint Committee hospital accreditation requires IHS Hospitals to provide the standard of OB/GYN care established by ACOG. This notice of intent to award is not a request for competitive proposals. However, all responsible sources may submit a capability statement or proposal which demonstrates the offeror’s ability to perform the work. All responses received will be considered by the agency if received in the Contracts Office by 3:00 p.m. EST on August 20, 2009. A determination to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
