Description
The Department of Health and Human Service (HHS), Program Support Center, Division of Acquisition Management on behalf of the Indian Health Service intends to award on a sole source basis, a fixed-price contract to the University of Oklahoma. The contract will be awarded for a 12-month base period and four 12-month option periods under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The address of the contractor is the University of Oklahoma, Health Sciences Center, Dolores Subia BigFoot, PhD., Director, Indian Country Child Trauma Center, Center on Child Abuse and Neglect, 940 NE 13th Street, 3B3406, Oklahoma City, Oklahoma 73104. The anticipated award date is September 30, 2009. Under the terms of the contract the University of Oklahoma will provide training in the clinical treatment of child physical and sexual abuse based on the cultural adaptation of Trauma Focused Cognitive Behavioral Therapy entitled Honoring Children, Mending the Circle. Training participants will receive three days of intensive training on Honoring Children, Mending the Circle, a corresponding training/resource CD, and six months of weekly phone consultation. Instruction includes didactic and experiential activities based on Indigenous teachings and practices. Training is targeted to the following professionals working in Indian Country: tribal and IHS licensed mental health providers, child focused licensed psychologists, social workers, family counselors, residential youth treatment providers, adolescent focused substance abuse counselors and others working with American Indian/Alaska Native children and their families who are victims of child physical or sexual abuse. Nationally, culturally appropriate services for tribes and tribal organizations are limited. In particular, culturally appropriate mental health and child abuse and neglect services are even more limited. Dr. Dolores Subia BigFoot with the University of Oklahoma’s Health Sciences Center is a counseling psychologists and Assistant Professor for Research in the Department of Pediatrics at the University, and is a nationally recognized expert in the field of child trauma, child sexual abuse and work with adolescent sex offenders. Dr. BigFoot has worked as a researcher, counselor, curriculum developer and trainer for more than 25 years and has provided culturally relevant services to the AI/AN population in 22 states around the country. She is the developer and Director of Project Making Medicine, and the Director of the Indian Country Child Trauma Center that is part of the National Child Traumatic Stress Network. She has authored numerous cross cultural curricula and publications on training for professionals and for parents on child mental health, child maltreatment and parent child relationships. Publications include a Child Protection Handbook and monograph series (15 publications) for Indian Country on child maltreatment and directed at criminal justice personnel. This notice of intent to award is not a request for competitive proposals. However, all responsible sources may submit a capability statement or proposal which demonstrates the offeror’s ability to perform the work. All responses received will be considered by the agency if received in the Contracts Office by 3:00 p.m. EST on August 20, 2009. A determination to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
