Description
Justification and Approval for Other than Full and Open Competition The Department of Homeland Security (DHS), United States (U.S.) Immigration and Customs Enforcement (ICE), has a requirement for specialized CDMA Covert Sprint Tracker Kits. The devices identified in this requirement will improve the capabilities of the ICE Office of Investigations Technical Operations Division to investigate potential crimes and threats on a wide variety of differing systems and devices. In order to fulfill this requirement the Department of Homeland Security (DHS), United States (U.S.) Immigration and Customs Enforcement (ICE) intends to enter into a contract with Communications Engineering on a sole source basis pursuant to the authority of FAR 6.302-1, only one responsible source and no other supplies or service will satisfy agency requirements for the following item: Communications Engineering and ICE jointly developed these devices and no other similar product is available from other vendors. These devices are considered a vital requirement as there are current investigations that require that the Technical Operations personnel have the most up to date equipment and systems to support current and future investigations. The anticipated delivery date is thirty (30) days after the receipt of the order. Interested Concerns may identify their interest in the requirement and submit a capability statement to Bethany.Stutler@dhs.gov no later than 5:00 p.m. EST on Wednesday, September 3, 2009. Determination by the Government whether to compete this requirement is solely within the discretion of the Government. The anticipated delivery date will be thirty (30) days after the receipt of the order.
