Description
J&A The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.501 with Pacific Consolidated Industries, 12201 Magnolia Ave, Riverside CA 92503, as the only responsible source that can provide an oxygen generator capable of providing a minimum of 92% medical grade oxygen. Have the ability to fill oxygen tank cylinders at a min of 2250 psi. It must be able to generate 120 liters of oxygen per minute. Will have the following minimum dimensions: 104 inches long, 42 inches wide and no more than 67 inches high and shall not weigh more than 3500 lbs. The oxygen generation system will have a distribution system capable of filling “D”, “E” and “H” oxygen tanks. The system will also contain a spare parts kit which will allow trained personnel to do repairs in the field. The system will no use any more than 12KW of power and use 208-240 VAC at 50/60 Hz. The only system that meets this requirement is the PCI EDOCS 120B-22 Oxygen Generator. This acquisition is being conducted under simplified acquisition procedures FAR 13.501 under the authority of the test program for commercial items (section 4202 of the Clinger-Cohen Act of 1996). There are not set-aside restrictions for this requirement. The intended procurement will be classified under North America industry Classification System (NAICS) 333999 with a Small Business Size Standard of 500. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Jan Harding, Jan.Harding@med.navy.mil by 4 PM EST on 19 August 2009. No phone calls accepted.
