Description
STATEMENT OF WORK The United States Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), Science Plans Branch intends to negotiate on a sole source basis, under the authority of Federal Acquisition (FAR) Subpart 6.302 Other Than Full and Open Competition with University Corporation for Atmospheric Research (UCAR/NCAR) to install and customize Auto-Nowcaster Capability (ANC) at the Melbourne, FL WFO with integrated forecaster over the loop capabilities and continued support at the Dallas-Ft. Worth WFO. This effort will be conducted over a two year period. The activities are divided into two primary tasks. Task 1 involves the continued technical support of the DFW ANC system and the Meteorological Development Lab (MDL) ANC system. Task 2 will provide for the development, optimization, installation, and support of a Melbourne Weather Forecast Office (MLB) ANC system. ANC scientific development and evaluation work will largely be supported by a Cooperative Agreement between NCAR and NWS to support aviation weather research. Tasks will also include assistance and consultation to the Meteorological Development Lab's effort to implement the forecaster interaction tools in the AWIPS environment. Weather causes 70% of delays in the National Airspace System (NAS), most of which are attributed to convective weather. This translates to a $28 billion socio-economic impact on the US economy each year. In order to mitigate these economic losses and enable the future NAS to accommodate the projected levels of traffic, the Joint Planning and Development Office has been tasked to develop the Next Generation Air Transportation System (NextGen). Increased availability of accurate weather information is a critical component of the NextGen plan. This weather information is envisioned to be produced largely by automation, with the ability for Meteorologists to provided oversight. This "Forecaster Over the Loop" (FOTL) capability will enable NWS Meteorologists to add value to the highly automated processes that will generate the vast amount of information required by NextGen. The purpose of this acquisition is to procure the services and enhance the capability of National Center for Atmospheric Research (NCAR) Auto-Nowcast system (ANC) by incorporating a FOTL capability into the existing system. The plan is to field and expand capabilities of Weather Forecast Offices and Center Weather Service Units to improve convective short-term forecasts. NCAR has researched and developed the Auto-Nowcaster capability. Vendors who believe that they have the ability to perform these tasks are required to submit in writing an affirmative response demonstrating that they can meet the Government requirements to improve forecasts of convections by running the NCAR Auto-Nowcast system with Forecast Over the Loop interface. The responses must be sufficient to permit agency analysis to establish bona fide capability to meet the requirement. Failure to submit sufficient documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
