- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is RFQ1059076 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-34. The associated North American Industrial Classification System (NAICS) code for this procurement is 423450 with a small business size standard of 100.00 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2009-08-19 14:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Bedford, IL 60501 The DHHS FDA Office of Acquisitions and Grants Services requires the following items, Meet or Exceed, to the following: LI 001, The FDA wishes to obtain the Fluostar Omega Plate Reader because it offers UV and fluorescence capabilities similar to standard microplate readers; however, it also has the added capability of conducting cellular assays (Enzyme, ELISA and other testing). Specifications:Potential vendors must demonstrate the ability to provide a BMG Fluostar Omega microplate reader and accessories or a reader and accessories that meet or exceed the following specifications: Microplate Reader:fitted with a gas vent for infusion of gas (i.e. addition of 5% CO2)one factory-installed reagent injector which injects directly at point of measurement. Internal syringe injector must dispense 5 to 350 L in 0.5 L increments. Low 0.5 mL prime volume; a distinctive system for Oxygen Radical Absorbance Capacity (ORAC) analysis of fruits and vegetables and biological products; multi-detection capabilities such as fluorescence, luminescence, Time Resolved Fluorescence (TRF), and Ultra Violent (UV)/vis absorbance; allows top and bottom reading and simultaneous multiple wavelength measurements;programmable shaking in an orbit or figure-eight which prevents middle-of-the-whirlpool dot cells from forming in the center of the well, blocking light from passing; capable of up to 45C incubation and can be upgraded to 60C and auto optic switching. It can inject in 384-well plates and can hold up to 16 fluorescence filters. permits simultaneous dual-emission detection in fluorescence and luminescence. has a maximum value of 265,000 counts for fluorescence and luminescence tests contains a spectrometer (220-850 nm) that can provide a full absorbance spectrum in under one second per wellpossesses a software capability for measuring the ORAC values that is very user friendly and highly interactive non-licensed software with a 3-Dimensional (3-D) well scanning capability. free programming support for development of new assays/tests., 1, EA; LI 002, Specifications:Potential vendors must demonstrate the ability to provide a laptop and accessories that meet or exceed the following specifications: Laptop:Windows XP based;Intel Pentium 4 processor or better;Minimum 512 megs of RAM;Microsoft Office Basic Edition;CD Burner;Ethernet card;Fax-Modem;, 1, EA; For this solicitation, DHHS FDA Office of Acquisitions and Grants Services intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DHHS FDA Office of Acquisitions and Grants Services is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.
