THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W911S609R0013. Pre-Solicitation Notice W911S6-09-R-0013 The U.S. Army Dugway Proving Ground Directorate of Contracting intends to issue a request for proposals (RFP) for interested contractors to provide all labor, tools, materials, equipment, and supervision for a base year plus four (4) option year requirement for non personal service for the following scope and objective: SCOPE: The DPG WDTC Meteorology Division serves as the program manager for the U.S. Army RDT&E Meteorology Program and the U.S. Army Test and Evaluation Command (ATEC) Four-Dimensional Weather (4DWX) System; a next generation meteorological support system designed for use at major Army test ranges and other locations as required. The 4DWX system, which was developed by the National Center for Atmospheric Research (NCAR), consists of a centralized data archival/retrieval system, a variety of user-configurable integrated displays, and a mesoscale meteorological model, the Weather Research and Forecasting (WRF) model which is run operationally in both forecast and analysis (four-dimensional data assimilation, FDDA) modes. A thunderstorm AutoNowcast (AN) system, a rule-based expert system that uses Doppler weather radar and other data to make short-term forecasts of the exact locations of thunderstorm activity, is an additional 4DWX component at some ranges. The 4DWX system without the AN component is operational at Aberdeen Test Center (ATC), Aberdeen Proving Ground, Maryland; Cold Regions Test Center (CRTC), Ft. Greely, Alaska; Dugway Proving Ground, Dugway, Utah; and Yuma Proving Ground (YPG), Arizona. The full 4DWX system, including the AN component, is operational at White Sands Missile Range (WSMR), New Mexico. Once the weather surveillance Doppler radars are installed and operational at DPG, the AN system will be installed at the WDTC. The 4DWX systems at the Electronics Proving Ground, Ft. Huachuca, Arizona and the Redstone Technical Test Center (RTTC), Redstone Arsenal, Alabama consist of all of the major 4DWX components except the WRF model and the AN component. OBJECTIVE: The objective of this requirement is to provide WDTC with expert technical assistance in meeting its meteorological mission requirements. The four specific technical areas of the contract are: (1) microscale transport and diffusion modeling, (2) mesoscale transport and diffusion modeling, (3) computer software and support for meteorological applications, (4) utilization of meteorological instrumentation, and (5) other meteorological studies such as, but not limited to, atmospheric flow behavior over complex terrain. Note that this requirement does not include operational weather forecast support or routine meteorological technician services such as standard surface weather observations. All qualified contractors, as described in the solicitation, shall be allowed to submit a proposal. This requirement shall be full and open competition. The formal RFP is anticipated to be released on or around August 27, 2009. The estimated price range for this project is between $2,500,000.00 and $2,750,000.00. The estimated closing date is September 20, 2009. The estimated completion date will be at the end of any of the option periods, if excercised.
