Description
The National Cancer Institute (NCI), Radiation Oncology Branch (ROB), Angiogenesis Core Facility, plans to procure on a sole source basis with Oxford Oprtonix Ltd., 91-21 Central 127, Milton Park, Oxford OX14 4SA, United Kingdom, for one GelCount TM Instrument and Notebook. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 334516 and the business size standard is 500 employees. This is a firm fixed price type contract. GelCount TM is a semi-automated platform for the detection, counting and characterization of stained/adherent mammalian cell colonies or of unstained/non-adherent colonies in soft agar and other semi-solid media assays. No other known licensed systems or instruments offered by third party providers offer the possibility of automated high throughput assessment of colony formation assays. Oxford Optronix Ltd is the sole source and supplier of the GelCount. This system will be used for Automated High Throughput assessment of colony formation assays. The GelCount instrument is the only system capable of automatically assessing unstained non-adherent colony formation assays performed in 96-well plates. The system combines deep depth of field optics, fast high resolution image acquisition and intelligent image analysis for colonies analysis. This makes this instrument well suited for the discovery of lead drug-like compounds though high throughput screening. Salient characteristics that apply to the GelCount: •Automated high throughput assessment of colony formation assays. •Allows assessment of unstained colony formation assays (adds the possibility of time course experiments). •Compatible with several platforms 96-, 48-, 24-, 6-well plates, Petri dishes, etc. •Deep depth of field optics to avoid optical aberrations common when imaging the previously mentioned platforms. •Fast high resolution acquisition. •Integrated image analysis software. •Small footprint. Market Research of other systems indicate that the GelCount is the only system capable of automatically performing high quality analysis of large numbers of anchorage-independent growth assays. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office on or before 11:00 am ET on August 27, 2009 to Melissa Marino, Contract Specialist. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered in and have valid certifications in the Central Contractor Registration (CCR), www.ccr.gov and the Online Representations and Certifications Application (ORCA) www.orca.bpn.gov.
