- Task Order Request for Bureau of Information Resource Managment (IRM) Data Center Consolidation- Program Management Incompliance with the transparency and accountability requirements associated with the supplemental appropriations provided by the American Recovery and Re-investment Act of 2009, Pub.L. 111-5. THIS NOTICE IS PROVIDED FOR INFORMATION ONLY. IAW FAR. 5.704, PUBLICIZING PREAWARD. THE GOVERNMENT POSTS THIS NOTICE OF INTENT TO AWARD A FIRM FIXED PRICE TASK ORDER UNDER THE EXISTING DEPARTMENT OF STATE BLANKET PURCHASE AGREEMENT WITH GARTNER INC. THIS BPA WAS COMPETED VIA THE GSA MOBIS SCHEDULE FOR RESEARCH AND ADVISORY SERVICES. THE PROJECT DESCRIPTION IS AS FOLLOWS: The program will provide a highly available, scalable, and redundant data center infrastructure to achieve Department goals to substantially reduce risk and provide for future IT growth. The program will also achieve the ARRA goals of creating jobs in the short term and achieving Green IT goals for years to come. The new data center to be built is the Enterprise Server Operations Center (ESOC) West. It will be established on the Western power grid. The facility will be built in conjunction with GSA. The three other facilities addressed by the Data Center Program are: the ESOC East, which is a new data center recently established in a commercial collocation facility; the Development ESOC, which will be repurposed to host all development systems; and the Old War Data Center, which will be repurposed to host Top Secret systems. The Data Center program includes a significant transition and integration component: the planning and executing of customer system transitions into the new facilities; the implementation of the ESOC services infrastructure (e.g. Configuration Management, Incident Management, Service Management), and the design and implementation of the new Development Network environment at a Department annex.
