Description
A site visit is hereby scheduled on 18 AUG 2009 at 10:00 AM EST at the Naval Research Laboratory, 4555 Overlook Avenue SW, Washington, DC 20375. All prospective offerors are urged to attend the site visit. Directions to the Naval Research Laboratory can be found at http://www.nrl.navy.mil/content.php?P=DIRECTIONS Failure of a prospective offeror to attend the site visit or submit questions will be construed to mean that the offeror fully understands all requirements of the solicitation. No individual site visits will be scheduled. The event will provide potential offerors with the opportunity to tour the Center for Computational Science facility, to gauge the effort required to disconnect, remove and properly dispose of the two existing 30-ton glycol cooled units located at NRL, Bldg A49, Room 108B. Potential offerors will have the opportunity to observe the current chilled water unit installation and make measurements and notes needed for proposal preparation. Offerors may also observe building and staging areas for equipment and materials, and satisfy themselves regarding all general and local conditions that may affect the price. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Questions WILL NOT be answered during the site visit. No explanation, remarks, or replies made by Government personnel during the site visit shall be construed as changing the terms or conditions of the solicitation. All questions shall be submitted in writing at the site visit or via email no later than 19 AUG 2009 by 12:00 PM EST to CHRISTY.MITCHELL@NRL.NAVY.MIL. Responses to questions will be posted as well as any amendments resulting from the site visit. This does not preclude offerors from asking other questions about the solicitation which are unrelated to the site visit; however, such questions must be received not later than 19 AUG 2009 by 12:00 PM EST. Offerors are required to supply their own writing materials. Inquiries should contain the Solicitation Number (N00173-09-R-SC07) and must be addressed to the attention of Code 3220.SC, Ms. Christy Mitchell. To make arrangements to attend, offerors shall forward an email to Ms. Christy Mitchell, Contract Specialist at: Christy.Mitchell@nrl.navy.mil on 17 AUG 2009 by 12:00 PM EST. The e-mail request MUST include the following information: 1. Name of the Contractor 2. Name of Each Individual to Attend 3. Telephone Number of Each Individual to Attend 4. Citizenship Each concern planning to send representatives to the site visit should limit the number of persons attending to no more than (2) persons per company. Offerors who are scheduled to attend the site shall pick up their visitors pass at the security gate; building 72 and please allow a minimum of 30 minutes to process through security; then proceed to meeting place at Building 222, RM 115. NRL is a controlled-access facility. You will not be admitted without proper photo identification. All Attendees MUST Be U.S. Citizens with Valid ID, and/or must have a valid Green Card in their possession the day of the Site Visit to enter The Naval Research Laboratory (No Exceptions Will Be Made). Visits by foreign nationals require special processing. No cameras, firearms, or alcoholic beverages are allowed on the Laboratory. No transmitting devices such as pagers or cell phones are allowed in the site visit area. All such devices should be left in the vehicles.
