THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W912L7-09-T-0052. This is a modification for an extention of the submission of quotes to Monday August 17, 2009 11:00 AM (Central time) and an explanation of questions recieved and answered by our technical personnel... a) Does the project require the orthophotos to be delivered as individual tiles/sheets (YES) as well as one large MrSid file? (YES) If tiles/sheets are required (YES) what size(s)are the sheets. It will be dependent on the size of each site and how many shots are taken. b) Also, would the contours be formatted into sheets/tiles as well? Yes, This Aerial Photography is to be considered construction grade quality. We are looking for construction grade contours. c) Will site maps be provided to show the overall layout for each area? Yes, The TNARNG, GIS Office will provide an 18x24 site map with each sites boundary in a PDF format, providing you sign a data non-disclosure agreement d) Does the 2007 aerial photography have GPS control points established for it? No, the 2007 photography was created using points of references on previous photography and USGS maps. It was flown in order that the TNARNG could have a 500 foot buffer. e) How will this photography be delivered to the contractor? It is the responsibility of the contractor to obtain the 2007 photography. All that can be provided by the TNARNG would be a TIFF file to whomever it is awarded to. They will have to come in and sign a data non-disclosure agreement. The TNARNG does not have nor does it own the raw photography or data. f)I was wondering why digital cameras are excluded from this solicitation? Because of quality. There is a loss in resolution in Digital Photography. An analog (film camera) typically takes 9x 9 areas while, typically digital cameras take 4x5 areas. Analog has higher image quality, better intensity information, finer control, removes unneeded processing, better manipulation possibilities, therefore; what might be considered industry standard. We are looking for high resolution quality. g) Could I get you to email me boundaries of the five sites in SHP file format. Yes, but only if you are awarded the contract and you sign a data non-disclosure agreement. h) Will it be leaf-off or leaf-on photography? Leaf on, as per the SOW, Mapping Paragraph. i) Is there a shape file or similar that denotes the specific areas of interest that could assist me in the flight planning stage? Yes, but only if you are awarded the contract and you sign a data non-disclosure agreement. j) Will a separate database need to be provided for each site or one database that contains the information for all sites? One Geodatabase that is SDS/FIE compliant (no other formats are acceptable) in accordance with NGB Regulations and military standards, with populated Meta data. k) Is mapping of planimetric features (buildings, roadways etc.) required? Yes l)Was the 2007 imagery controlled and will geo-referencing information be provided in order for us to set up stereo models to fill in void areas or will just the existing DTM be provided? There were no ground control points, just previous aerial photography and USGS data, this is why we are asking for the specified number of control points. It is the responsibility of the contractor to obtain this information. The TNARNG will provide a georeference shape file of each site to the contractor who is awarded the project. m)Can you provide location maps for the 5 sites so that we can accurately plan for the expense of getting the plane and surveyors to each project site? The TNARNG, GIS Office will provide a standard 18 x 24 site map of each location, once the contract is let, providing you sign a data non-disclosure agreement. Each site is described in detail on page one of the SOW, (Aerial Photography, Introduction and Scope.
