Description
A requirement exist to have technical support provided to the U. S. Environmental Protection Agency (EPA), Office of Research and Development (ORD), National Exposure Research Laboratory (NERL), in the general research areas of the atmospheric sciences and human exposure assessment. Research is conducted in NERL to characterize pollutant exposures across the whole exposure assessment paradigm, from pollutant source to the exposed person or receptor. Work is performed in the areas of source identification and characterization; transport, transformation, and fate of pollutants; atmospheric chemistry and physics; source apportionment; exposure measurements; bio-monitoring; exposure and dose modeling; and methods development. Work in these research areas may, for example, include development and evaluation of sampling and analysis methods for measurements of chemicals in multiple media (e.g., air, water, food, dust, soil, biological); performance of multi-media, multi-pathway (e.g., inhalation, ingestion, and dermal) environmental and human exposure research studies; development, evaluation, and/or application of human activity methods; performance of experiments in the areas of atmospheric chemistry and physics; performance of aerosol studies; work on Federal Reference and Equivalent Methods; and other similar research. This work includes statistics and modeling. This research is conducted in a state-of-the-art facility located at the EPA campus in Research Triangle Park, NC and at other locations in support of EPA laboratories and field studies. While the focus of contractor support is for the Human Exposure and Atmospheric Sciences Division (HEASD) and the research it conducts, there may be occasions when HEASD works in collaboration with other EPA organizations. In that event, the Contractor may effectively be supportive to both HEASD and its collaborators. Typically, this research will require integration of the scientific disciplines which are routinely described within the human exposure assessment paradigm. Anticipated research areas have been artificially disaggregated into constituent components so as to more clearly define the scientific disciplines, research, and skill mix required. EPA anticipates the award of a five year Cost Plus Fixed Fee Level of Effort type contract. NAICS Code 541712 applies with a small business size standard of 500 employees. This will be full and open competition. A draft copy of the Statement of Work (SOW) is posted on the following website: http://www.epa.gov/oam/rtp_cmd/. A copy of the Request for Proposal (RFP) with SOW will be posted on or about the date the RFP is issued. Any supporting documentation and/or relevant information (if applicable) concerning this procurement will be posted on the following website: http://www.epa.gov/oam/rtp_cmd/. The RFP is expected to be tentatively issued on or about January 5, 2010. A pre-proposal conference will be conducted at EPA/RTP approximately 7 - 10 days after the solicitation is issued. Proposals will be due approximately 30 calendar days after issuance of the RFP and it will be the responsibility of the interested party to frequently check the same site where the RFP is posted for any amendments.
