Description
This is notification to provide Architectural and Engineering Services for a Land Survey project, Austin/Tonopah Ranger Districts Wilderness Boundary Surveys. Responses to this announcement will be considered for selection. Firms desiring consideration shall submit completed Standard Form (SF) 330 for this project no later than August 21, 2009. Please include a completed proposal/solicitation form with your submission. All pricing information must be kept separate from the technical/SF-330 and related information. The contract cost for Architectural and Engineering Services will be negotiated. Cost is estimated to be between $25,000 and $100,000. Estimated start date is September 15, 2009 with a project completion date of December 15, 2009. Per FAR 19.10, this aquisition is NOT set aside for small business. This project consists of a proper and legal survey of portions of Congressionally designated Wilderness Areas. Segments of wilderness boundary will be monumented and marked and posted near trail/road crossings at seven different locations on the Arc Dome, Alta Toquima, and Table Mountain Wilderness Areas. This survey will require the determination of angle point locations from topographic calls within a metes and bounds written description. This project will also require the posting and marking of wilderness boundary lines at trail and/or road crossings. The Contractor will furnish all professional land surveying services, including all labor, equipment, supervision, transportation, operating supplies, and incidentals necessary to perform the survey, except materials to be supplied by the Forest Service as listed within the general specifications. All work shall be performed by, or under the direct supervision of a person licensed to practice surveying in the State of Nevada. Project Location: Seven different sites on the Arc Dome, Alta Toquima, and Table Mountain Wilderness Areas being more particularly described as: 1) North Twin River (Arc Dome Wilderness), Section 16 & 29, T. 12 N., R. 42 E.; 2) Broad Creek (Arc Dome Wild.) Sec. 36, T. 11 N., R. 42 E.; 3) Red Rock Area (Alta Toquima Wild.), Sec 33, T. 12 N., R. 45 E.; 4) Black Rock Canyon trail (Table Mtn. Wild.), Sec. 3, T. 12 N., R. 48 E.; 5) Morgan Creek (Table Mtn. Wild.), Sec. 20, T. 12 N., R. 48 E.; 6) Wadsworth Creek (Table Mtn. Wild.), Sec. 4, T. 12 N., R. 48 E.; and 7) Stud Horse trail (Table Mtn. Wild.), Sec. 3, T. 9 N., R. 48 E. Firms responding will be evaluated based on the following criteria: (1) Professional qualifications necessary for satisfactory performance of the required services, (2) Specialized experience and technical competence in the type of work required, (3) Experience and qualifications of proposed project personnel, (4) Capacity to accomplish the work in the required time, (5) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (6) Location in the general geographical area of the project; provided that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. (7) Price - Not applied until after SF-330 qualifications evaluation and ranking.
