- The General Scope of Work includes, but is not limited to: Design and construction of three (3) general instructional buildings (GIB), one three (3) mile long training track, and a covered outdoor seating area. The GIBs will be suitable to serve as classrooms for 200 students each, along with offices for two instructors. The track will be an unpaved, gravel surface. An aerial photo is attached to this announcement. The site work will include utility connections. The intent of this RFP is to design and build training facilities to accommodate the 88M Motor Transport training program at Ft. Leonard Wood, Missouri. NOTES: -The project is under North American Classification System (NAICS) Code 236220. Small Business Size Standard is $33.5M --Safety and quality control plans will be required as part of your proposal. The plans will be reviewed but not evaluated. --The estimated magnitude of this project is more than $10,000,000. The solicitation will be issued as an RFP which will result in a Firm Fixed Price award of a single firm design-build contract. --A formal RFP will be issued on or about 5 October 2009. -Proposals will be due 30 days after the RFP is issued, on or about 4 November 2009. -Anticipate 24 to 48 hour turnaround on performance and payment bonds for notice to proceed (NTP). -Notice to proceed is expected to occur on or about 3 March 2010. Work shall be completed no later than 1 April 2011 -The facility must be usable by February 2011. -Selection will be based on best value of the proposal, via source selection board. -Past performance information will be collected by the government using CCASS and other sources. -If you would like to be included in this competition, please respond to Stephanie Randall at Stephanie.d.randall@usace.army.mil before 19 August 2009, 1:00 pm CST. -Liquidated damages rate is $1,350.00 per day. -Contact Bill Steininger, 816 389 3517 to schedule a site visit.
