Description
The United States Property and Fiscal Office for NY (USPFO) intends to issue Invitation for Bid (IFB) No. W912PQ-09-B-0003, entitled, HVAC, Direct Digital Communication (DDC) and Lighting Upgrade to the Syracuse Armory and Field Maintenance Shop #5 located at 6900 Thompson Road, Syracuse, NY. Work under this project inlcudes, but is not limited to: Base Bid: Field Maintenance Shop: 1. Remove the existing maintenance area make up air unit and provide a new natural gas high efficiency make up air unit (MAU) and associated DDC controls. 2. Remove the existing maintenance area hot water unit heaters and provide new gas and hot water unit heaters as indicated on the bid documents. 3. Remove the existing DDC system controls, components, wiring and other related materials and equipment that together comprises the existing DDC system. Provide a new DDC Controls system that will interface and connect with the DDC system in the Armory. Include the hot water heater and circulation pump. 4. Provide a new DDC computer at the FMS with “level one” accessibility (limited ability to change temp set points). Connect the new FMS DDC computer to armory DDC computer via underground fiber connection. The armory DDC computer shall have full admin control over the FMS DDC. Provide a comprehensive system utilizing the latest proven, full range DDC technology. Armory: 1. Remove the existing natural gas roof top unit (RTU) and exhaust system that served the former rifle range. The RTU and exhaust system have been environmentally cleaned and tested lead free. Remove guy wires and associated pitch pockets and repair roof openings (ballasted EPDM) as required. Cap the existing exhaust fan roof opening. Provide a new AHU in the space and an ACCU on the roof to condition and ventilate the former rifle range. Control new equipment from the existing Allerton DDC system. 2. Remove and replace large McQuay RTU. Provide new DDC controls and connect to the existing system. 3. Provide new DDC controls for new equipment. Armory and FMS: 1. Provide operational confirmation for the new DDC controls and equipment. 2. The operational confirmation will focus on confirming that the mechanical system is performing correctly according to the design on the bid documents. This will be accomplished by a combination of the controls contractor, a balancing contractor, and the mechanical contractor and/or electrical contractor where applicable; with the A/E observing the work and documentation process. The current scope of work does not include design changes for the mechanical systems with the exception of new equipment changes in the Armory and FMS. Bid Option 1 BO-1: Armory Lighting Upgrades: Replace lighting fixtures as indicated. Provide automatic individual space control of lighting, including automatic shutoff occupancy sensors, bi-level switching capability and dimmable fixtures. Bid Option 2 BO-2: Armory Existing Systems Operations Confirmation: 1. Provide operational confirmation for the existing DDC controls and equipment. 2. The operational confirmation will focus on confirming that the existing mechanical systems are performing correctly according to the original design documents. This will be based on the original design documents and accomplished by a combination of the controls contractor, a balancing contractor, and the mechanical contractor and/or electrical contractor where applicable; with the A/E observing the work and documentation process. 3. Submit a deficiency report to the owner detailing changes that must be made to the existing system for monitoring and control. Any controls equipment is required to be upgraded to be compatible with the latest version Allerton system the Base is using. The issue date for plans and specifications is 27 Aug, 2009, the due date for bids is 28 Sep. 2009 at 2:00 PM EST. The NAICS Code applicable to the soliciation is 238220, the small business size standard is $14,000,000. The solicitation is set aside for competition among HUBZone Certified Firms. Bids from other than HUBZone Certified firms will not be accepted. The estimated dollar magnitude of this project is 1-2 million dollars. The anticipated award date is 30 Sep 09. All information concerning the solicitation to include specfifications, drawings, IFB, amendments and questions and answer will be posted to the FBO website.
