Description
The U.S. Fish and Wildlife Service, Portland, Oregon, has a requirement to plant approximately 141,000 native shrub (e.g. sagebrush) seedlings within specified upland shrub-steppe habitat restoration sites on the Handford Reach National Monument in Grant and Franklin Counties, Washington. The contractor shall provide all labor and equipment to perform the restoration planting. The Service will provide plant materials, maps of the areas to be planted, marking (flagging) of areas to be planted, plant storage, plant transportation, oversight of planting activity and coordination with other management activities at the Refuge. Plants will generally be 5 months old with root minimum of 15cm and maximum of 40 cm and shrub height minimum of 10cm. Plants shall be planted by hand shovels. Timing of planting is anticipated to be between November 2, 2009 and January 30, 2010. It is anticipated that the contractor will have to plant approximately 10,100 shrubs per day in order to meet the proposed 14-day performance window. This will be a "best value" procurement with award based on past performance, experience and price. Contractor will submit a written work plan summary with quote submission on how they will accomplish the project. No further notice will be posted on Fedbizopps. The solicitation response date will be approximately 14 days from posting date.
