Description
By way of this Sources Sought Notice, the USACE-Chicago District intends to determine the extent of capable Small Businesses (SB) who are engaged in providing the services described hereunder. The responses to this Notice will be used for planning purposes for an upcoming procurement. Therefore, this Notice does not constitute a Request for Proposal (RFP); it does not guarantee the future issue of a RFP; nor does it commit the government to contract for any supply or service whatsoever. Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice; all costs associated with responding to this Notice will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this Notice. Responses to this Notice will not be returned. Please be advised that all submissions become Government property and will not be returned. Not responding to this Notice does not preclude participation in any future RFP, if any is issued. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this Notice. Project Description: The project is authorized under Section 219(f) (12) of the Water Resources Development Act of 1992, Public Law 102-580, as amended. This authorization allows the Army Corps of Engineers to provide planning, design and construction assistance for carrying out water-related environmental infrastructure projects in select areas. Such needs may be related to (but not limited to) development and protection of water supply systems and wastewater systems, combined sewer overflows, remediation of adverse water quality impacts, and remediation of stormwater impacts on wastewater systems. The purpose of this project is to improve operations and reliability of service for the City of East Chicago Department of Water (City). The City's existing water treatment plant was built in 1964 and has reached the end of its design life expectancy. The deterioration of the plant has resulted in concerns about operational reliability. As a result, the City is constructing a new water treatment plant. A portion of the new facility will be funded in part through Section 219(f) (12) of the Water Resources Development Act of 1992. Specific improvements include constructing a new finished water storage reservoir and the associated appurtenances. Scope/Statement of Work : The USACE-Chicago District is searching for contractors (SBs) who are capable of providing the following Construction services: 1) Construction of a new prestressed concrete tank for treated water storage, including inlet piping, outlet piping, overflow piping, fabric baffle walls, sample piping, pipe supports, and a tank mixing system 2) Addition of a multi-color paint scheme for the tank exterior and 3) Replacement of cloth baffle walls with precast concrete baffle walls. Approximate Contract Duration: 6 months Requested Information: Since this notice is being used to assess the extent of small businesses capable of fulfilling the government's requirements, this Agency requests that interested contractors complete the following questions to assist the government in its efforts. 1. Is your company currently registered with the Central Contractor's Registration (CCR) Database? If not, has it been registered or does it plan to register? 2. In consideration of NAICS code 237990, with a size standard in dollars of $33.5M, which of the following small business categories is your business classified under? Small Business, Veteran Owned Small Business, Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Small Business, HUBZone Small Business, or 8(a) Business. 3. Is your company currently prohibited from doing business with the Federal Government? Yes / No (If yes, explain.) 4. Does your company have experience with designing and constructing circular wire-wound prestressed concrete water storage tanks that are 3 million gallons? If so, how many years of experience and how many projects? 5. Does your company have an operational system for prestressing strand or wire with the capability of wrapping prestressed reinforcement on a water storage tank? 6.
