- The following is a description of required equipment/services. Perspective bidders should contact Allison.Bowman@navy.mil (202) 433-3160 to obtain copies of the layouts/course maps: Navy 5 Miler Request for Services A.General Information a.Event 6th Annual Navy 5 Miler b.Pre-Race Set-up Saturday September 19th, 2009 c.Race Date Sunday September 20th, 2009 d.Participation 3,000 runners B.Technical Qualifications a.Contractor must have at least 5 years experience in event set-up, break-down and on-site support for a road race. b.Must use approved tents and provide flame resistant/retardant certificates at contract award. c.Contractor must have qualified and sufficient staff for set-up, break-down and race-day support. C.Request for Bid and Supporting Documentation a.Quote an all-inclusive price for set-up, break-down, equipment, supplies and labor. b.Provide at least one reference to verify qualifications and work. c.List any added value, outside the contracts scope of work, which you would offer. d.Must provide a narrative statement of how you would approach this contract. Narrative must include, but is not limited to the following elements: i.Contractor qualifications and experience. ii.Resources (people and equipment) contractor will provide to successfully perform Scope of Work defined in Section E. iii.Summary statement outlining why you think your company is best qualified to provide the set-up, break-down, equipment and labor for the Navy 5 Miler. iv.Describe contingency plans for potential challenges that may arise. D.Contract Determination a.Price will be weighted at 50%. b.Past Performance (Narrative and References) will be weighted at 50%. E.Scope of Work a.Event Services i.Provide all equipment and labor to set-up and break-down the Navy 5 Miler village and race course (village layout and race course included). 1.Village See layout a.Tables (95) b.Tents (See layout) i.Must provide flame resistant/retardant certificate upon contract award. ii.Must be weighted down without using stakes in the ground. c.Chairs (60) d.Generators. Power Needs: i.Inflatable at the start/finish ii.DJ at the start/finish iii.DJ at the stage iv.Radio Re-charger at the volunteer tent v.Podium at stage e.Stage i.8 X 12 X 2 ii.Skirt around stage iii.2 sets of steps with railing iv.Podium with microphone 2.Race Course See map a.Tables for 3 water stops (25) b.Brooms (9) c.Bike racks at finish area (160 feet) 3.Labor a.Sufficient quantity b.Qualified to perform work ii.Provide trash removal services on race course and in the village to include set-up of trash containers; which will be provided by NSAW MWR, monitor and maintain trash in village, remove trash from race course and village. iii.Clean-up village and race course to include break-down and removal of all equipment, trash and have the parking lot swept with a street sweeper. iv.Provide an electrician on-site at 5:00 am on Sunday September 20th, 2009 to handle emergencies. v.Perform tasks in accordance with the security and safety restrictions and requirements of the Pentagon reservation. b.Time Constraints i.Set-up: 1.Begin at 12:00 pm on Saturday September 19th, 2009. 2.Complete before 6:00 pm on Saturday September 19th, 2009. ii.Break-down 1.All areas must be clear of all equipment and supplies and areas swept no later than 4:00 pm on Sunday September 20th, 2009. c.Pre-Event Requirements i.Attend meetings with Navy 5 Miler staff and other contracted and/or support organizations. ii.Securing an agreement with the Pentagon Building Management Office regarding a cleaning bond that will be outside of this agreement.
