MEMORANDUM FOR THE FILEVA-241-09-RQ-0399COMMERCIAL ITEM SOLICITATION FOR RESEARCH ASSISTANCE SERVICESVA MEDICAL CENTERPROVIDENCE, RI1.CONTRACTING ACTIVITY: VA Medical Center, Providence, RI2.DESCRIPTION OF ACTION: A sole source procurement to provide research assistant services for the Research project entitled Optimize the DEKA Arm, Project #A67801 The Government estimate for this work is $84,500 for an estimated 1300 hours of research.DESCRIPTION OF SUPPLIES AND SERVICES: Services required include recruitment of subjects for study participation; public relations and networking activities within RI and Southeastern MA, administration of study interviews following protocol and procedures, maintenance of study records, attendance at study team planning and orientation meetings, participation in ongoing communication regarding study as needed, assisting in the development and review of manuscripts, protocols and grant proposals, and reviewing literature on military and veterans services related to enhance community reintegration.The individual provided under the resulting contract shall not be considered employees of the Department of Veterans Affairs or this VA Medical Center. The contractor shall be required to sign a BAA.3.AUTHORITY CITED: 41 USC 253 (c) (1); Only one responsible source and no other supplies orservices will satisfy the agency requirement.4.REASON FOR AUTHORITY: The analytical work done on the DEKA Arm Study requires skill in the use of the qualitative software, NVIVO, as well as familiarity with upper extremity prosthetics and the DEKA arm. These are skills and expertise that Ms. Klinger has acquired through prior experience with the investigative team, as a contractor with Ocean State Research Institute. For this reason, the award of a sole source contract to Shana L. Klinger is appropriate and warranted. The intended contractor for this project has an extensive background as a writer and oral communicator with expertise in cultural competence, community outreach and grantsmanship. The prior experience of the contractor working with police departments, combat veterans, and military family support groups will strengthen the ability to assist in study recruitment and public relations. The using service has not been able to identify another contractor that possess the unique talents as this contractor.5.EFFORTS TO OBTAIN COMPETITION: N/A, this is a onetime procurement action; thereforecompetition was not obtained.6.MARKET SURVEY: The Contracting Officer conducted market research to ensure that anyawarded contract under this authority would be at a fair and reasonable price.7.INTERESTED SOURCES: There were no other firms that expressed interest in thisprocurement.8.STATEMENT OF ACTIONS TO REMOVE BARRIERS TO COMPETITION: N/A; this is a one time requirement.I hereby certify that this justification is complete and accurate to the best of my knowledge and belief.
