- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-32. This solicitation is a total small business set-aside, NAICS 562219, with a small business size standard of $12.5 million dollars. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. The Government intends to issue a firm-fixed price contract to the responsible offeror whose total offer represents the best value for the Government, price and other factors considered. Prices must include all costs for all work as shown. Gateway National Recreation Area decommissioned Sewage Treatment Plant, Floyd Bennett Field has a requirement for service to remove and dispose of approximately 70,000 gallons of sludge. Documents to be included in proposal; Detailed item description and detailed specifications. Three (3) References of similar services performed in last three years. In addition, FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, must be completed on-line at www://orca.bpn.gov. FAR provisions/clauses listed below apply. The deadline for receipt of quotes is August 14, 2009 at 4:30 pm. STATEMENT OF WORK SECTION 01110 SUMMARY OF WORK PART 1GENERAL1.1DESCRIPTIONA.The work of this contract consists of: the removal and disposal of approximately 70,000 gallons of sludge at Gateway National Recreation Area decommissioned Sewage Treatment Plant, Floyd Bennett Field, Building 60, Aviation Road, Brooklyn, New York. The work includes all labor, materials, supplies, transportation, permitting, and disposal fees associated with removal and disposal of the sludge. The tank containing the sludge should be cleaned in preparation for abandonment and demolition. (Note: Cleaning in preparation for demolition is included. Demolition of tank is not part of this work.)Removing Sludge: The sludge is located in the decommissioned Sewage Treatment Plant, Floyd Bennett Field, Building 60, Aviation Road, Brooklyn, New York. The volume of the sewage is approximately 70,000 gallons. The sludge is contained within the digest tank. The approximate dimensions of the sewage are 43 feet long by 27 feet wide by 8 feet deep. These dimensions equal approximately 344 cubic yards of material to be removed and disposed. The 8 foot depth of the sewage is approximately three (3) feet of water over five (5) feet of sludge. The contractor shall be responsible to remove and dispose of the total volume including any water added to attain the solids content necessary for pumping and disposal. The contractor shall be responsible for the removal and disposal of any water used to wash the digest tank in preparation for total abandonment and demolition. The contractor shall provide all equipment, labor and materials to access digest tank, remove sewage from the digest tank and clean tank in preparation for demolition. Site Condition: The decommissioned Sewage Treatment Plant, Floyd Bennett Field, Building 60, Aviation Road, Brooklyn, New York is in the process of being demolished. Work has been suspended until the sludge has been removed from the digest tank. There have been a total of total of five openings created in the tank wall above the liquid/sludge level. The contractor shall utilize these openings to access the tank. It is expected that some debris fell into the tank from the construction of these openings. When preparing the proposal, the contractor shall anticipate the presence of this construction debris. The intent of this paragraph is to identify tank access and the presence of debris. The debris shall not be removed under this contract. The government strongly recommends a site visit to verify site conditions. Transportation of Sludge: The contractor shall provide all transportation from the tank at Aviation Road, Brooklyn, New York to the disposal or treatment site. The contractor shall provide/obtain all permits for transportation, handling and disposal of removed materials. The contractor shall provide all equipment, labor and materials for transportation of the sludge. The contractor shall comply with all laws and regulations within all states, highways, bridges and jurisdictions. Treatment and Disposal of Sludge: The contractor shall be responsible for all costs associated with the treatment and disposal of the removed material. The contractor shall provide all equipment, labor and materials for transfer to the treatment facility. The contractor shall be responsible for compliance with all laws and regulations associated with such treatment and disposal. Verification of Quantities and Site Conditions The contractor shall be responsible to verify quantities of materials to be removed. The contractor shall be responsible to verify all site conditions. The contractor shall be responsible for determining if additional water is needed to adjust the solids content of materials to be removed. The contractor shall be responsible to determine the total volume of material to be disposed including any liquids added. The government strongly recommends a site visit to verify quantities and site conditions. The contractor shall contact the Contracting Officer at 210 New York Ave. to arrange a site visit. Permits A. Copies of permits and disposal records shall be supplied to the Contracting Officer, 210 New York Ave., Staten Island, New York 10305 prior to final payment. B.All work shall be complete at the time of acceptance.C.All work shall be performed under a single contract.1.2LOCATIONA.Sewage Treatment Plant, Floyd Bennett Field, Aviation Road, Brooklyn, New York. 11234B. Site Map is attached.1.3CONTRACTOR'S USE OF PREMISESA.Construction Camp: Establishment of a camp within the park shall not be permitted.B.Contractor shall schedule all work with the Contracting Officer's Technical Representative. C.Any on site storage of materials shall be coordinated with the Contracting Officer's Technical Representative.D.Preservation of Natural Features: Confine all operations to work limits of the project. Prevent damage to natural surroundings. Restore damaged areas, repairing or replacing damaged trees and plants, shall be accomplished at no additional expense to the Government.E. Existing Utilities: Contractor shall be allowed to use hydrant for water as needed. The hydrant is located approximately 200 feet from digest tank. The contractor shall provide all hose necessary to transfer water from hydrant to tank. No other utilities will be authorized without approval by the contracting officer. 1.4SPECIAL CONSTRUCTION REQUIREMENTSA. Contractor shall provide a work schedule and sequence of events for approval to the Contracting Officer prior to performing any work. Work schedule shall be provided one (1) weeks prior to start.B.Work Restrictions: Work shall be performed between 8am and 5pm Monday through Friday, excluding Holidays, unless otherwise approved by the Contracting Officer.1.5FIELD VERIFICATIONA.Field verify existing conditions and dimensions affecting the work of this contract.B.
