THIS IS A COMBINED SYNOPSIS/SOLICATION for commercial items and services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only publication. A written solicitation will not be issued. Solicitation number M6700109Q0321 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-35. This solicitation is set aside 100% for small business. The North American Industrial Classification System (NAICS) code for this Brand Name or Equal requirement is 238210 and the small business size standard is 14M. Line Item #0001: Equipment controllable tuner, Contemporary Research part #232-ATSC, integrator-friendly universal HDTV tuner, controllable via two-way RS-232 and discrete IR commands. Able to fit two-across in a 2RU rack space, the compact tuner outputs HDMI, RGB/Component, and composite video simultaneously. NTSC broadcasts are upscaled for HD display. Digital Dolby 5.1/PCM audio is available from HDMI, coax, and optical connections, as well as variable-level stereo audio. Setup is a snap, employing on-screen menus, included IR remote, front-panel programming, and RS-232 control commands, QTY 1. This RFQ is to install all items listed above as well as items previously purchased by the government in accordance with the SOW listed below. A site visit will then be coordinated at no expense of the government for either 23 or 24 August 2009, all final quote submissions will be due within 48 hours of this site visit. Logistics Training and Education Center of Excellence (LOGTECOE) Tactical Decision CenterCRESTRON Support Statement of Work (SOW) GENERAL: The Marine Corps Combat Service Support Schools (MCCSSS), Logistics Training and Education Center of Excellence, Tactical Decision Center (LOGTECOE TDC) is a facility designed to support the training of students and Marines in a wide spectrum of simulated command post exercises at all Logistics Combat Element (LCE) levels. The LOGTECOE TDC focuses on meeting the requisite training goals inherent within the logistics and supply/distribution officer and staff noncommissioned officer' community. To meet these goals, the TDC must incorporate dynamic and realistic training environments that mimic real world events to adequately engage the learner. Therefore, the training facility is designed to replicate currently accurate operational scenarios - utilizing existing fielding technologies - as a means to enhance individual problem-solving, system interoperability, tactical decision-making and information management. The ability to communicate to all members within the training site is essential. By creating programmed events that lead to doctrinally-sound solutions, trainers are able to gauge mastery of learning objectives in a controlled, standardized setting. To program successful training, the trainers must possess the capability to 'reset' training scenarios, conduct debriefing exercises and provide startup time hacks and mission briefs. Concurrently, there exists a critical need to employ prerecorded AV vignettes to enhance and stimulate scenario events; thereby, forcing student participants to think outside their organizational constructs and system limitations. The Crestron system provides AV control, switching, and audio amplification to 8 visual display monitors from a single source/command location. The systems capabilities allow for prerecorded vignettes or actual exercise scenarios to be played and replayed allowing participants to discuss selected courses of action (COA). Additionally, by connecting all AV to one source information can be displayed to over 180 active student participants simultaneously - which greatly enhances emergency messaging or informational briefs. NEED: The Crestron system provides the capability for a trainer, teacher, facilitator or briefer to broadcast data, programs or images from non-NMCI stand-alone computer images or DVDs from a single source to eight (8) television screens throughout the building.
