- The U.S. Department of Commerce (USDOC), National Marine Fisheries, Mississippi Laboratories in Pascagoula, MS has a requirement to charter two commercial fishing vessels. The Government intents to award multiple contracts (2 purchase orders) from this requirement to provide for comparison data on the research effort. Each purchase order is expected to be awarded for 20 charter days. The Contractor shall provide a trawl vessel with the equipment, captain and crew; fuel; food and berthing accommodations equal to that of the crew for up to two NOAA Fisheries biologists or gear specialists; and all other material necessary to complete the work identified below. Turtle Excluder Devices (TEDs) have been required in the shrimp fishery as early as 1989 to prevent sea turtles from drowning in shrimp trawls. Regulations require that TEDs have bar spacing no more than 4 inches apart to prevent sea turtles from going through the bars and ending up in the codend of the trawl where they could drown. It was soon discovered that TEDs were also beneficial at excluding other unwanted catch collectively known as bycatch. This bycatch included many large marine organisms such as sharks, rays, and other larger fish. The vertical bars spaced 4 inch function as a sorting device and thereby excludes most animals larger than 4 inches wide. The project performance period is for 12 consecutive month from date of award. Minimum Vessel Requirements for vessel: Shrimp trawl fishing vessel with engine power sufficient to tow or four trawls that are no less than 20 feet wide. Sufficient space to accommodate up to two NOAA Fisheries staff. A dry, indoor area that can be designate for camera equipment set up and break down. Two or four shrimp trawsl no less than 20 feet wide that are identical in size and design. Fathometer for determining bottom depth, radar, GPS vessel positioning unit, and current U.S. Coast Guard Safety Inspection certification. Vessel Operator and Crew Requirements: Captain and crew experienced in deployment, retrieval and repair of shrimp trawls and TEDs. The contractor will be responsible for repair and replacement of damaged equipment including trawls. Captain and crew experienced in the installation of TEDs and TED components.
