Description
NAVFAC EURAFSWA plans to award a Firm Fixed Price contract for vehicle leasing and maintenance at NSA Bahrain. Approximately 350 vehicles comprised of Sedans, SUVs, Vans and Pickups will be required. The location of the contract will be Manama, Bahrain. The duration of the proposed contract will be for a base period of one year with two option periods of one year each. Procurement procedures per FAR 12 - Commercial Items and FAR 15 - Contracting by Negotiation will be used for this acquisition. This is not a Request for Proposal. The RFP with all proposal requirements is expected to be posted on EuroNECO website, https://euro.neco.navy.mil, on or around 20 August 2009, and it is anticipated the contract commencement date will be 1 January 2010. To allow for adequate phase-in and mobilization, the contract will be awarded at least 60 days prior to the contract commencement date. All applicable documents will be posted on EuroNECO website. Unless otherwise indicated in the synopsis, the anticipated solicitation will only be advertized on the internet at https://euro.neco.navy.mil. It is offerors responsibility to check this site in order to be notified of any changes to this solicitation. All contractors proposing on Department of Defense Solicitations must be registered in the Central Contractor Registration (CCR) www.ccr.gov prior to award of any United States of America Department of Defense contract. In order to register in CCR, proposers must have a Dun and Bradstreet (DUNS) Number http://fedgov.dnb.com/webform and a Commercial and Governmental Entity (CAGE) Code (U.S. firms) or a NATO Commercial and Governmental Entity (NCAGE) code (foreign firms). http://www.dlis.dla.mil/Forms/Form_AC135.asp. The CCR requirement applies to all contract awards, regardless of the country where the work is performed. It is highly encouraged for prospective proposers to begin the CCR registration process as early as possible. The award will not be restricted to Small Businesses.
