- NAICS Code: 334513 Notice of intent to Award a Sole Source Purchase Order indicated for meteorological equipment. The U.S. Environmental Protection Agency (EPA), Office of Aquisition Management in Washington, D.C. intends to award a Sole Source purchase order to Campbell Scientific, Inc.under the authority of Federal Acquistion Regulation (FAR) 6.301-1, Other Than Full and Open Competition procedures and (FAR) 13, Simplified Acquisitions Procedures, for the acquistion of meteorological equipment. No solicitation or request for quote (RFQ) is available for this procurement. It has been determined that Campbell Scientific is uniquely qualified to satisfy the Government's requirements, as they oversee an extensive number of identical sensors maintained by the program. The indicated meteorological equipment is required as part of ongoing ASPECT data validation work. The validation process is mandatory to complete ongoing chemical quantization software development for ASPECT program and requires meteorological measures of multi-level atmospheric temperature and multiple inputs of short-wave solar radiation. These types of measurements are not available on standard meteorological systems. The ASPECT program plans to intergrate the listed sensors included in this procurement with identical sensors maintained by the program. In addition, the ASPECT program already has a number of Campbell Scientific data logger units which will form the core of the validation meteorological system. These units are fully compatible with existing power and solar charging systems already maintained by the Apect program. Substitution of alternative mounting or sensor systems is not a cost effective option. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within seven (7) calendar days of the date of this announcement will be considered.
