- The purpose of this announcement is to correct an error in Special Noticetitled Cyber Warfare Support This Special Notice is referenced as N66001_SNOTE_0000C74A on FedBizOpps and N66001_SNOTE_00000000 on SPAWAR e-Commerce Central. The referenced Special Notice stated, It is expected that the RFP will be released September or October 2010. However, the statement should have read, It is expected that the RFP will be released September or October 2009. A corrected version of the notice is as follows: SPECIAL NOTICE CYBER WARFARE SUPPORT As follows is updated information related to Space and Naval Warfare Systems Center, Pacific (SSC PAC) Request for Information (RFI) MKTSVY-06F32A and anticipated RFP N66001-09-R-0079, both of which are titled Cyber Warfare Support and can be found at the SPAWAR E-Commerce website at https://e-commerce.spawar.navy.mil. The purpose of this Special Notice is to provide a presentation, Cyber Warfare Support Procurement that was presented to a National Defense Industrial Association (NDIA) Executive Forum on 7 July 2009 and provide more information regarding the anticipated Request for Proposal (RFP) for Cyber Warfare Support. The purpose of this Special Notice is to provide information and is not the purpose of this notice to solicit feedback or proposals. ACQUISITION BACKGROUND SSC PAC is contemplating a single acquisition, with multiple awards, that will support all departments across SSC PAC in developing capabilities to support Cyber Warfare. The work to be conducted under this proposed acquisition will support SSC PAC in forming capabilities and providing technical services for the Navy, DoD and other government agencies to support technical and operational activities in the Cyberspace domain. The services to be procured include research, investigation, engineering, development, integration, test and evaluation of emerging technologies, sensors and systems with potential for applicability in the areas of air, ground, and shipboard C4ISR and IO system technologies. The attached presentation provides background on Cyber Warfare in the Department of Defense and SSC Pacific. The presentation was presented by Mr. Patrick M. Sullivan, SPAWAR ISR/IO National Competency Lead and SSC Pacific ISR/IO Department Head, to the 7 July 2009 NDIA Executive Forum, ACQUISITION INFORMATION The anticipated acquisition will include multiple indefinite-delivery indefinite-quantity (IDIQ) contracts with cost-plus-fixed-fee (CPFF) pricing. It is estimated that the period of performance will include a two-year base period and three one-year award term incentive periods. An updated Statement of Work (SOW) for the anticipated acquisition is attached. This SOW incorporates comments resulting from RFI MKTSVY-06F32A. Providing this SOW is intended to provide an advanced understanding of the anticipated requirements. The estimated level of effort is 400,000 hours per year, with a total value of $249,824,063. The estimated level of effort will be divided among the multiple award contractors pursuant to the ordering process at FAR 16.505(b). This requirement will be fulfilled via full and open competition with incentives for small business participation at the prime and/or subcontract level. ESTIMATED ACQUISITION MILESTONES It is expected that the RFP will be released September or October 2009. A draft RFP may be released before the RFP.
