Description
The U.S. Environmental Protection Agency (EPA) intends to award a Sole-Source contract to Advanced Measurement Technologies, Inc. (AMTEK), 801 South Illinois Ave., Oak Ridge, TN, for eight chamber, alpha spectroscopy detector assemblies. The associated North Industry Classification System (NAICS) is 423490 and the business size standard is 100 employees. The required items are hardware components of a highly specialized analytical system that includes proprietary software. The current analytical system, was acquired in 2002, and added components were acquired with full and open competition. In 2008 a third detector assembly was procured using full and open competition. All of the current detector assemblies were manufactured by AMETEK and can be operated by AMETEK's proprietary software. The EPA labs stores all sample analysis information in the LIMS system that resides in a central Oracle database. The custom software is developed for each unique instrument system to transfer data between the LIMS and each instrument vendor's proprietary software. The EPA believes Advanced Measurement Technologies, Inc. is the only vendor capable of satisfying the Agency's requirements. The circumstances permitting Other than Full and Open Competition Justification is FAR 6.302, "Only one responsible source and no other supplies or services will satisfy Agency requirements." The intent of this synopsis is to determine if any source(s) exists and, therefore, no Request for Proposal (RFP) is available. Consequently, any response(s) failing to provide a capability statement but instead choosing to merely submit a routine letter requesting a copy of the RFP will not be honored. All interested parties must respond within 15 days (August 27, 2009) of the date of this announcement to William A. Newby, at 109 T.W. Alexander Drive, Research Triangle Park, NC 27711 (Mail Code: E105). Interested vendors shall: 1) include information on the proposed services which clearly supports the requirements outlined above; 2) fully explain your capabilities and qualifications and; 3) provide itemized pricing that is sufficient to make a determination that competition is feasible. Response to this synopsis must be made in writing. No telephonic or faxed request will be honored.
