- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/). The RFQ number is N00189-09-T-N157. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-35 and DFARS Change Notice 2009-0729. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. This acquisition will be a 100% Small Business Set-Aside; the North American Industry Classification System (NAICS) code is 334519 and the Small Business Standard is 500 employees. The Fleet and Industrial Supply Center, Norfolk Maritime Industrial Division located at the Norfolk Naval Shipyard, Portsmouth, VA requests responses from qualified sources capable of providing: Item 0001) Horizontal Hard Bearing Dynamic Balance Machine, Qty (1) each includes the following: THIS PURCHASE DESCRIPTION REFLECTS THOSE CHARACTERISTICSWHICH ARE ESSENTIAL TO THE MINIMUM NEEDS OF THE GOVERNMENT. Scope - This specification covers the requirements for one horizontal hard bearing dynamic balancing machine capable of two-plane precision balancing for rotating equipment components such as centrifugal pump rotating assemblies. The equipment shall be a complete and useable system with all necessary hardware and software to perform all characteristics defined below.1.Equipment Description - The equipment shall have the following salient characteristics:1.1.Capable of two-plane, single plane and couple balancing1.2.Hard-bearing type suspension1.3.Capable of balancing rotors with: 1.3.1.journal diameters ranging at least 0.25" to 6"1.3.2.overall diameters of at least 30"1.3.3.lengths ranging at least 4" to 40"1.3.4.weight ranging at least 0.5 pounds to 650 pounds1.4.Having a belt drive system comprised of a variable speed motor of at least 1 HP, with all belts necessary for the specified range of journal diameters, belt guide and tensioner, and belt guard. The motor shall be capable of at least 1750 RPM, and be controlled with timed acceleration.1.5.Having a photocell assembly with all mounting hardware to identify angular locations and speed1.6.Having two moveable work supports that can traverse the length of the machine bed, each equipped with force measuring pickups and all necessary hardware to support the specified range of journal diameters1.7.Having two adjustable safety arms to capture rotor and prevent excessive radial movement during balancing1.8.Having two adjustable ball bearing end thrusts to prevent rotor from moving axially during balancing1.9.Having an electronic machine controller and measuring software that provide the following minimum functionality:1.9.1.Auto ranging that switches automatically to the appropriate sensitivity based on level of imbalance1.9.2.Component balancing feature allowing the user to specify particular locations where weight may be removed, and dividing the imbalance into components at those locations. As many as 99 locations shall be able to be specified by the user.1.9.3.Tooling compensation feature allowing any imbalance in the tooling to be compensated electronically versus mechanically biasing the tooling.1.9.4.Capable of both displaying the imbalance of a rotor on the instrument screen and saving the data to a file1.9.5.Capable of displaying imbalance in units specified by the user1.9.6.Keyway compensation feature which electronically simulates the insertion of a key into a keyway, eliminating the need to physically inserts keys into keyways during balancing1.9.7.Drill depth conversion feature which displays the depth and location to drill to remove weight to correct imbalance of the rotor based on user input drill diameter and material type/density1.9.8.Equipped with a color display of at least 15" diagonal measurement to display angular location and magnitude of imbalance, as well as displaying user inputs1.9.9.Equipped with a keyboard and any other input devices required to operate the equipment1.9.10.Equipped with an RS-232 serial port to allow the download of test data1.10.Having a sheet metal guard/shroud with windows, mounted to the machine base/bed, which can be flipped up for loading or unloading, and electrically interlocked to prevent rotation with the guard raised. The shroud shall be provided with interior lighting providing good visibility for the user 1.11.The sensitivity must be sufficient to balance rotors within 0.01 ounce-inches1.12.The only required utility must be 460 VAC 3 Phase 60Hz electricity of no more than 20 Amps1.13.Having a single electrical enclosure housing all of the machine controls and a single electrical disconnect to isolate the equipment from electric power1.14.All electrical equipment shall conform to NFPA 79 requirements1.15.Certificate of calibrationTechnical Manuals1.16.Two complete set of technical manuals covering operation, service and maintenance, and part listing shall be provided.Training1.17.Training of at least one full 8 hour day shall be provided at the installation site Norfolk Naval Shipyard, Portsmouth, VA 23709. The training instructor must be a US citizen to gain access.Quality Assurance Provisions1.18.Inspection and acceptance of the supplies, performed at destination, and shall consist of type and kind; condition; operability, if readily determinable.1.19.[Intentionally Left Blank]Preservation, Packaging and Packing1.20.The equipment shall be packaged, packed and preserved for shipment to reach ultimate destination undamaged. Package shall be prominently marked "NOT FOR OUTSIDE STORAGE". YELLOW PACKAGING, PACKING, PRESERVATION AND MARKING ARE PROHIBITED.1.21.The unit shall be shipped only by air-ride or equivalent vehicles to prevent damage during shipment1.22.The equipment shall be shipped palletized for ease of off-loading by fork lift truck. The Government shall be made aware in advance of any special lifting instructions.1.23.The weight of the equipment shall be prominently and conspicuously displayed in pounds.1.24.The contractor shall notify NNSY at least five (5) working days in advance to schedule a delivery date for the equipment. Delivery is 9 weeks ARO. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. The anticipated contract will be firm fixed-price. The Government will award a contract resulting from this solicitation to the lowest priced, technically acceptable offer. The following FAR provisions and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors - Commercial Items; 52.212-2, Evaluation - Commercial Items; 52.212-3 and its ALT I, Offeror Representations and Certifications - Commercial Items; 52.212-4, Contract Terms and Conditions - Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (invoking 52.219-6, 52.222-3, 52.222-19, 52.222-21; 52.222-26; 52.222-36; 52.225-13; 52.232-33). Quoters are reminded to include a completed copy of 52.212-3 and it's ALT I with quotes. All clauses shall be incorporated by reference in the order. Additional contract terms and conditions applicable to this procurement are: 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (invoking 252.225-7036); DFAR 252.225-7001 Buy American Act and Balance of Payment Program; DFAR 252.232-7003, Electronic Submission of Payment Requests; requests for payments must be submitted electronically through the Wide Area Workflow System at https://wawf.eb.mil, and at Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov. Contractors are asked to submit their TAX ID number DUNS number and CAGE code with their proposal. Contractors' representatives must be United States citizens. Representatives are to provide the NNSY Security Office proof of U.S. citizenship (i.e. DHS I-9 FORM. "Employee Eligibility Verification Form"). The I-9 is based on presentation of appropriate documentation that both verifies the employee's eligibility for employment and denotes his citizenship status. NOTE:(1)The I-9 must be provided before a badge will be issued for unclassified contract work, for access to the shipyard.(2)If the contract requires access to classified material, a visit request identifying the employee's clearance status may suffice depending on the employee's status within the JPAS database.(3)In the case of contractor truck drivers, knowing some are owner operators, if they are carrying proof of citizenship they can be issued a badge for access to drop off/pick up material.(4)If the truck driver does not have sufficient documentation and the sponsor is willing to escort the driver to/from the desired location, a by-escort badge may be issued.
