Description
JUSTIFICATION FOR SOLE SOURCE CONTRACT:The specifications of the work and the requisite skills needed to successfully accomplish the goals of the contract are of such a nature that only a few individuals possess them. In particular, specialized training and experience in the conduct of controlled clinical trials through the VA Cooperative Studies Center (CSP) is a specialized skill, as is knowledge and training in Good Clinical Practice (GCP). The contractor possesses these specialized skills and training. She has collaborated with the Principal Investigator on a previous CSP clinical trial conducted at the Providence VAMC and she has received certification in GCP by the VA. She was invited to the two training meetings held by CSP and received study-specific training. The initiation of the study has been delayed for more than a year by the VA CSP and the contractor has been working at Brown University during this time. The cost is justified due to the highly specialized nature of the proposed work and its importance and high visibility as a potential treatment for PTSD. The performance of this contract furthers the research being done in at the Providence VAMC and may lead to improvements in the treatment of veterans. For these reasons, the award of a sole source contract to Andrea Grenga is appropriate and warranted.
