- RECOVERY: PRE-SOLICTATION NOTICE FOR PAINT REMOVAL, REPAIRS ANDREPAIR OF HISTORIC BRICK FENCE AND HISTORIC MAINTENANCE BUILDING ATTHE MOBILE NATIONAL CEMETERY PROJECT NUMBERS R-CCD-93 AND R-CCD-94 This project is being funded from the American Recovery and ReinvestmentAct of 2009. The Department of Veterans Affairs (VA), National CemeteryAdministration, is soliciting bids under Solicitation NumberVA-786A-09-RA-0140 for the following: Contractor shall provide all professional services, labor, materials,tools and equipment necessary to remove paint from the 418 feet (averageheight is 4'-2") of the exterior historical brick fence. In addition,for the historic Maintenance building furnish all labor, tools,materials, and equipment, for testing all painted surfaces for leadpaint presence and location, applying chemical strip patches permanufacturers recommendations to establish an exact method to removepaint from all wood, concrete, metal doors and guards. Work shall alsoinclude identifying areas, amount, shape, and type of all rotten wood.Contractor to provide five (5) copies of a final written report withfindings and a detailed cost estimate of all repairs, paint removal,repainting, and removal and replacement of wrought iron window guards atMobile National Cemetery, 1202 Virginia Street, Mobile, AL 36604 inaccordance with the project statement of work, drawings andspecifications. Work includes but is not limited to the following: Mobile National Cemetery requires all materials, equipment and testingto remove paint from the exterior historical brick fence and historicMaintenance building. For the Historic Brick fence, work shall assumelead paint is present and that two applications of chemical strippingcoatings will be required for complete paint removal. Work shallinclude repair of failed cementous coating areas (stucco) to matchexisting, latex caulking of wall cracks from foundation settlement, andrepainting the wall to match existing. No tuckpointing is anticipated.Work shall include but not be limited to, protection of facilities,structures, vehicles and personnel and temporary decontaminationfacilities as applicable. For the historic Maintenance Building testingall painted surfaces for lead paint presence and location applyingchemical strip patches per manufacturer's recommendations to establishan exact method to remove paint from all wood, concrete, metal doors andguards. Work shall also include identifying areas, amount, shape, andtype of all rotten wood. Contractor shall provide five (5) copies of afinal written report with findings and a detailed cost estimate of allrepairs, paint removal and replacement of wrought iron window guards. NAICS CODE: 238320 SIZE STANDARD: $14.0 Million METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-RICECONSTRUCTION CONTRACT UNDER SERVICE DISABLED VETERAN OWNED SMALLBUSINESS SET ASIDE. Award will be made on a competitive basis underFederal Acquisitions Regulations (FAR) 14 to a responsible servicedisabled veteran owned small business responding to this solicitation.
