The Fleet and Industrial Supply Center, Norfolk Contracting Department, Philadelphia Division intends to solicit on a total small business set-aside basis for telecommunication switch maintenance support services in support of NCTAMS Norfolk and NCTS Jacksonville Base Communications Offices (BCOs)located at the following sites: SUBASE New London, CT, NAS Pensacola Corry Station, FL, NAS Jacksonville, FL, NAVSTA Mayport, FL, NAS Pensacola, FL, NAS Pensacola Saufley Field, FL, NAS Pensacola Whiting Field, FL, NSA Athens, GA, NAS (East Bank/West Bank/JRB) New Orleans, LA, CBC Gulfport, MS, NAS Meridan, MS, NSY Portsmouth, VA, WPNSTA Earl Colts Neck, NJ, NAVSTA Newport, RI, WPNSTA Goose Greek and South Annex, Charleston, SC, NAS Oceana Annex, Dam Neck, VA, NAVSTA and NSA Norfolk, VA, NSA Oceana, VA, NSY Norfolk Portsmouth, VA, WPNSTA Yorktown, VA, and NAB Little Creek, Norfolk, VA. Specifically, the services shall provide corrective and preventive maintenance for Navy-owned Avaya telephone switching platforms and adjunct equipment to be performed at the aforementioned sites. The proposed period of performance will consist of 60 months encompassing a seven month base period commencing 01 March 2009 and continuing through 30 September 2009, four, one-year options plus one, five-month option period. Request for Proposal (RFP) N00189-09-R-2655(Note: RFP number to be revised at time of issuance) contemplates a Firm Fixed Price-type contract. The RFP will be evaluated on a best value basis with technical being more important than price. Must possess a fully, executed Avaya certificate (i.e. Authorized Avaya Business Partner) to be a qualified offeror. All qualified sources are encouraged to submit proposals for consideration of the Government. It is the intention of the Navy to issue this RFP through electronic means only. This RFP shall be available upon issuance at http://www.neco.navy.mil. All contractors must be registered in the Central Contractor Registration.
