Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army RDECOM, Natick Contracting Division has an acquisition requirement for the Ghillie Suit Accessory Kit (GSAK) that provides surveillance units and snipers with various camouflage multi-functional material to construct, repair, and modify Ghillie Suits to meet unique mission and climactic requirements. This is a 100% Small Business Set-Aside combined synopsis/solicitation W911QY-09-T-0039. The GSAK upgrade affords the Soldier enhanced agility, multisystem operability, and fire-resistance (FR) properties. The upgrade kit consists of netting, reversible over whites, FR skeins, FR nylon cord, FR sewing kit, camo-pack, zip ties, FR DYE packs, adhesive, FR matting, FR nylon webbing, fasteners, FR gun sleeve, carrying compression sack, hook and loop, and FR suspenders which are used to fabricate and maintain on Ghillie Suit. The NAICS Codes for this acquisition are 424990 and 314912. Quotes may be submitted via email or sent by overnight or regular mail to Stephen S. CLIN 0001: FR Improved GSAK (kit) QTY 170ea Baseline Salient Characteristics applicable to all CLIN 0001- a.GSAK critical components must provide for protection against flame and thermal threats. Flammability evaluation must be performed according to ASTM D 6413 Vertical Flame Test 12 sec exposure. 2 sec after flame / 5 sec afterglow, minimum char, no melt-drip. b.GSAK components shall enhance counter-surveillance protection from battlefield sensors. c.GSAK components must provide adequate concealment for multiple environments. d.GSAK components shall demonstrate safe and easy use in order to build an entire Army Sniper system. e.Tie down material must provide secure fastening to Ghillie base layer for all components. f.Suspenders must provide adequate adjustable straps and adequate attachment points. g.Adhesive repair must seal seams and leaks as well as provide adequate bond for components attached to base layer. The following factors shall be used to evaluate offers: Technical capability of the item offered to meet the Government requirement (Salient Characteristics); past performance and price. Technical is of greater importance when compare to past performance and price combined, past performance is of greater importance when compared to price. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of addendum), 52.212-3 Offeror Representation and Certifications - COMMERCIAL ITEMS. A completed copy must be submitted with the offer; 52.212-4 Contract Terms and Conditions Commercial Items;Addnedum to 52.212-4; for the Ghillie Suit Accessory Kit (GSAK) that will be used to outfit the individual Sniper in the Sniper Course at Fort Benning, GA and follow-on deployment into OIF and OEF. The FR camouflage kit is directly compatible with the FR Ghillie Base Layer needed to protect Soldiers in theater. The kit will provide an FR variant and accompany the Ghillie Base Layer to provide added concealment. The currently provided GSAK is not Fire resistant and poses a significant risk to Snipers conducting operations in OIF and OEF. This is the first step in ensuring soldiers will have a FR capability before deploying to theater. The current GSAK consists of 23 individual items from various manufacturers. Each of the items provided in the kit will be based on performance compatibility with the Ghillie Suit base Layer Uniform.
