- The Army Contracting Command, Joint Munitions & Lethality Contracting Center,Joint Armaments Center, on behalf of the US Army Armament Research Development and Engineering Center (ARDEC), Weapon Systems and Technology Directorate, Indirect Fire Armaments Division, Picatinny Arsenal, NJ 07806-5000, is conducting market research to locate capable firms interested in entering into Blanket Purchase Agreements (BPAs) with the US Government for services required for materials testing of casted polyurethane potting material. Interested firms must have expertise in the field of polymers, composites, nanocomposites, chemical engineering and mechanical engineering. Extensive hands-on working experiences in all polymer and composite areas with successful track records of commercializing new products for automotive, industrial, aerospace and defense industry material selection. Interested firms must also be able to provide test data pertaining to the mechanical properties of polyurethane based materials and composites to include elastic properties, thermal properties above and below glass transition, and cyclic behavior of material under varying temperatures and strain rates. Also required are constitutive material models for 3-D dynamic finite element analysis (FEA). Must be able to perform instrumental drop tests, pull and peel tests, burst strength tests, and ballistic tests; temperature and temperature-humidly cycling, environmental conditioning and chemical effects; failure analyses to identify the component failure root cause; material analyses; computer aided design (CAD) and visual modeling; intrinsic and extrinsic solid modeling capabilities; and 3-D static and dynamic nonlinear finite element analysis (FEA). Vendors must also be able to provide consultation services for the following: lightweight non-metallic materials and composites; polymer compounding and processing needs; glass, carbon and Kevlar fiber reinforced composite materials; surface modification and adhesion of advanced engineering polymers; chem-bio materials, lamination, extrusion coating and adhesion; flame retarded formulations of thermoplastic and thermoset materials; and environmental compliance and recycling and disposal of plastics. The Government may enter into one or multiple Blanket Purchase Agreements as a result of this notice. Firms/companies are invited to indicate their interests and capabilities by providing specifications, brochures, manuals, reports, information pertaining to experience on previous contracts for similar supplies/services and other technical data. All information is to be submitted via e-mail (10MB limit) at no cost or obligation to the Government; information provided will not be returned. All responses shall be in the English Language. Responses shall also indicate the size of the business entity; large or small business and indicate which of the technical areas(s) you are addressing in your submission. Please provide name of your firm, address, POC, phone/fax number, and email address. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. The Government will accept written questions by email only. In addition, interested firms are encouraged to submit their capabilities / qualification data No LATER THAN August 21, 2009.
