- The U.S. Department of Commerce, National Marine Fisheries Service, Mississippi Laboratories in Pascagoula, MS intends award a Purchase Order to Evaluate the Effect of Net Illumination on the Interaction Rates of Sea Turtles in North Carolina's Shallow Water Flounder Gillnet Fishery. The Contractor shall provide equipment, personnel (to include at-sea observers) and all other material necessary to complete the work. The goal of this study is to compare catch and bycatch of gillnets lighted with green LED lights vs. gillnets with no lighting. The objectives of the study are: 1) Compare the catch rates of target species of finfish for each net type. 2) Compare the catch rates of bycatch species of finfish for each net type. 3) Compare the catch rates of sea turtles for each net type. The Contractor shall conduct sixty fishing trips between September 25, 2009 and September 24, 2010 on traditional flounder gillnet fishing grounds along eastern Pamlico Sound and/or Core Sound, NC. The Contractor shall provide two commercial gillnet vessels to set and retrieve nets daily. The Contractor shall make up to two sets per fishing trip with initial sets at dusk and soak times up to eight hours each set. Each vessel shall test nets lighted with green LED lights vs. control nets with no lighting. The Contractor shall use a matched pair experimental design throughout the study with each vessel setting at least ten 100 yard nets. The nets shall be hung on the half and comprised of #208 twine, 6 inch stretched mesh, 15 meshes deep with a 20 pound lead-core lead line and 5/16 inch float line with no additional floatation. The Contractor shall consult with NMFS to determine the specific experimental design and treatment applications for the study. Lights shall be mounted along all nets at 10 meter intervals with control lights remaining off and lights on experimental nets turned on. Light treatments shall consist of green Lindgen-Pitman Electralume fishing lights. Contractor-provided at-sea observers shall record soak time effort and sea turtle bycatch on the data sheet shown at Appendix 1a by net location and net type, experimental or control. The Contractor-provided at-sea observers shall also sample total catch, either on board the vessel or dockside, and record catch on the data sheet shown at Appendix 1b by port, species, and net type. Contract Requirements: Contractor shall have prior experience conducting gillnet fishing gear bycatch research. Contractor personnel shall be trained in sampling protocols and data coding that are required to complete tasks. Contractor shall be able to acquire the necessary Federal Permits required to conduct this sea turtle bycatch research. The work described herein shall be performed over a consecutive three month period between September 25, 2009 and September 24, 2010. This is a small business set-aside. The NAICS code for this action is 541990. Small business size standard shall not to exceed $7.0M.
