- This is a Notice of Intent to award a sole source contract under statutory authority, 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. The government intents to award a sole source (See approved sole source justification below) fixed price contract to Infinity Technology, Inc., 430 Wynn Drive, Huntsville, AL 35805-1963. If any interested parties can fulfill this requirement, please provide statement of interest to this office NLT 12:00 noon CDST on 26 Aug 09. Electronic submissions are acceptable. DESCRIPTION: To provide maintenance and on-site support for IBML ImageTrac 3 and ImageTrac 2 scanners, Export Trac and SoftTrac software, as well as an 9600 Kodak Archivewriter. The hardware and software maintenance work is required as it pertains to the Unclassified and Classified Document Conversion Systems (DCS), located at the Air Force Historical Research Agency (AFHRA), Maxwell AFB, AL for the period of 1 Oct 09 - 30 Sep 10. MEMORANDUM FOR: 42 CONS/LGCB3 FROM: AFHRA/IT 600 Chennault Circle Maxwell AFB, AL 36112-6424 SUBJECT: Sole Source Justification (Infinity Technology Support/Maintenance) 1. Description of the supplies and services being acquired: The AF Historical Agency (AFHRA) has a requirement for continued maintenance/on-site support for its existing IBML ImageTrac 3 and ImageTrac 2 scanners, ExportTrac and SoftTrac software, as well as the Kodak 9600 Microfilm Archive Writer. These scanners and software are vital to continued operations of the History Program worldwide. Estimate for services $XXXXXX. This is a renewal for system maintenance for FY 10; October 1, 2009-September 30, 2010, AF Form 9 number F2XTA29159AQ01. 2. Justification for Sole Source: The proposed source, Infinity Technology, is the only known company that has the copyrights to produce, change, and/or update the ExportTrac and SoftTrac software without voiding the warranties. The IBML scanners are the only scanners that we have knowledge of that can process aged, fragile, and brittle documents without damaging them while maintaining the required speed of 150 pages per minute. At this time, Infinity technology is the only company capable of satisfying our scanning requirements. Other Justifications: a. Due to the immediacy of the renewal, it would be detrimental to operations to change system software and hardware. Continuation of the maintenance agreement is mission critical. The Agency must be able to continue operations to assist the History Program/Offices worldwide. b. Over the past 11 years, the IBML scanners have been successful to our mission in handling large collections - 100+ million of pages - of aged and rare Air Force historical documents. These scanners have been used to scan collections of historical paper documents and convert them to electronic form. IBML scanners are the only scanners which meet our special requirements of handling documents while maintaining scanning speed. The documents that are being scanned are historically significant, rare, fragile, aged and brittle. We needed scanners that would not destroy or damage the documents. The IBML was the best one that demonstrated that it could handle the documents and still scan at the required speed. It would not be in the best interest of the government to pursue other vendors at this time. Over the past ten years, our personnel on location have acquired extensive experience and training to complete scanning tasks. 3. Justification that source is the only known source: Due to the number and type of documents being scanned daily and their condition, IBML has the only scanners that we know of that can process our old and brittle documents without damaging them and while maintaining the required speed. Due to their years of experience and current expertise in our business rules needed to meet the mission requirements of AFHRA, IBML is the best choice. To change course at this time, would be detrimental and the least cost effective for our mission. 4. Actions taken to preclude future sole source acquisitions: This information is true and correct to the best of my knowledge. No action can be taken to preclude future sole source acquisitions under the current conditions. The Agency has purchased low end scanners from other vendors to perform scanning that is not as critical. We are continually researching/evaluating other vendors' hardware and/or software for compatibility and speed. We have found that most other scanners feed documents using rubber wheels or pullies which have a tendency to damage old brittle documents. The Agency will perform a formal market survey before purchasing another IBML scanner to see if other vendors have improved their products.
