- On or about Thursday, August 13, 2009, plans and specifications will be available at a cost of $200.00 per set (certified check or money order, payable to Disbursing Officer, U.S. Postal Service) from Northeast Facility Service Office, 6 Griffin Road North, Windsor, CT 06006-0300. Plans may be picked up at this address between 8:00 a.m. and 5:00 p.m., Monday through Friday, OR acquired by requesting a solicitation package, IN WRITING with the $200.00 FEE, ATTENTION: SUSAN LAM at the above-stated address. Work for this project includes, but is not limited to, providing all labor, materials, and equipment to complete paving, drainage, and concrete alterations at the Processing & Distribution Facility (P&DF), 115 Henry Street, and the Carrier Annex, 120 Chenango Street, Broome County, Binghamton, New York. The estimated cost of the work is between $1,500,000 and $2,000,000, with construction completion no later than one hundred eighty (180) calendar days from April 1, 2010 - Notice to Proceed. No on-site work will commence until April 1, 2010 without the contracting officer’s written authorization. USPS will pay a progress payment to lock-in asphalt prices. No mod will be allowed due to oil price fluctuations without proper documentation. Some off-hour work may be needed to complete this job. Award of this contract will be based on Best Value (price and other factors). To be considered, offerors must complete and submit a Construction Qualification Package and a price proposal per solicitation package instructions. There will be a PRE-PROPOSAL MEETING for this project held WEDNESDAY, AUGUST 26, 2009 beginning at 12 noon at the USPS P&DC, 115 Henry Street, Binghamton, New York. ATTENDANCE IS NOT MANDATORY BUT IS STRONGLY RECOMMENDED. On-site visits can be arranged by contacting Mike Doyle, Maintenance Supervisor, at (607) 773-2159. Technical inquires are to be addressed to the Project Manager, James Kurbiel, at (518) 266-0601 X36 or Project A/E, David Chase of Delta Engineers at (607) 231-6600. This is not a formal invitation for bid, therefore, no bid bond or proposal guarantee bond is required. All offerors will be required to submit a Company Health and Safety Plan which will be part of the evaluation process. Prior to award the successful contractor will be required to submit a Project Specific Safety Plan and a Small, Minority-Owned and Women-Owned Business Enterprise Subcontracting Plan acceptable to the USPS Contracting Officer. Thereafter, a quarterly SMWO Subcontracting Report must be submitted electronically. Since construction time will exceed sixty (60) days, contractor is bound by Contractors Screening Requirements.
