- Sources Sought Notice (Market Survey) The Army Contracting Command, Joint Munitions & Lethality Contracting Center, Joint Armaments Center, on behalf of the US Army Armament Research Development and Engineering Center (ARDEC), Weapon Systems and Technology Directorate, Indirect Fire Armaments Division, Picatinny Arsenal, NJ 07806-5000, is conducting market research to locate capable firms interested in entering into Blanket Purchase Agreements (BPAs) with the US Government for the following specialized products: machining, fabrication, assembly, inspection, repair, modification, upgrades, maintenance, engineering support, and on-site technical support/troubleshooting for components and subsystems used during the development of large caliber artillery systems to include developmental laser ignition system hardware. Contractors shall be required to participate in laser ignition Integrated Product Development Team (IPDT) meetings via telephonically, video conferencing, and other means of web access. Interested sources should be capable of providing any one, or all of the supplies/services listed under the following four technical areas: a. Technical Area 1 Contractor shall be capable of providing energy meters and laser diode bars that feature aluminum-free active regions. Contractor must have experience with manufacturing laser diode bars that demonstrated reliable and repeatable performance when exposed to extremely high-shock loads, up to 10,000G, when used in laser ignition systems (LIS) developed by the U.S ARMY ARDEC, Weapons System and Technology Directorate Indirect Fire Armaments Division. b. Technical Area 2 Contractor shall be capable of providing design, fabrication,assembly, inspection, repair, modification, upgrades, maintenance, and shipping of 24 VDC to 600 VDC power conversion electronics for low/no transient laser pulse forming networks that are used for laser ignition systems (LIS) developed by the U.S ARMY ARDEC, Weapons System and Technology Directorate Indirect Fire Armaments Division. Contractor must have experience with the design, fabrication and assembly of laser pulse generators (LPG's) fabricated and assembled for use with the Future Combat Systems (FCS) Non-Line of Sight Cannon (NLOS-C) and/or the Joint Light Weight 155 (JLW155) towed howitzer. c. Technical Area 3 Contractor shall be capable of providing ceramic products used for laser ignition systems (LIS) developed by the U.S ARMY ARDEC, Weapons System and Technology Directorate Indirect Fire Armaments Division. Products shall include optically clear high strength, high purity sapphire crystals for use in the assembly of high pressure chamber windows used for large artillery. The chamber window sapphire crystal must provide transparency in the UV visible and IR ranges and must be able to withstand 10,000 cycles at high gun firing loads of 60,000 psi as well as sustained gun chamber temperatures of 200C. Special hardware fabrication capabilities shall include machining of sapphire and other ceramic materials to tolerances of less than 0.0004". Contractor must have experience with the fabrication of chamber window sapphire crystals use with the Future Combat Systems (FCS) Non-Line of Sight Cannon (NLOS-C) and/or the Joint Light Weight 155 (JLW155) towed howitzer. d. Technical Area 4 Contractor shall be capable of providing laser diode stacks and arrays with diodes soldered directly to Beryllium Oxide Substrates that have demonstrated reliable and repeatable performance when exposed to extremely high-shock loads, up to 10,000G, when used in laser ignition systems (LIS) developed by the U.S ARMY ARDEC, Weapons System and Technology Directorate Indirect Fire Armaments Division. e. Technical Area 5- Contractor shall be capable of providing ceramic products used for laser ignition systems (LIS) developed by the U.S ARMY ARDEC, Weapons System and Technology Directorate Indirect Fire Armaments Division. Products shall include optically clear high strength, high purity ALON and Spinel crystals for use in the assembly of high pressure chamber windows used for large artillery. The chamber window crystals must provide transparency in the UV visible and IR ranges, must be able to withstand 10,000 cycles at high gun firing loads of 60,000 psi as well as sustained gun chamber temperatures of 200C. Special hardware fabrication capabilities shall include machining of sapphire and other ceramic materials to tolerances of less than 0.0004. The Government may enter into one or multiple Blanket Purchase Agreements as a result of this notice. Firms/companies are invited to indicate their interests and capabilities by providing specifications, brochures, manuals, reports, information pertaining to experience on previous contracts for similar supplies/services and other technical data. All information is to be submitted via e-mail (10MB limit) at no cost or obligation to the Government; information provided will not be returned. All responses shall be in the English Language. Responses shall also indicate the size of the business entity; large or small business and indicate which of the technical areas(s) you are addressing in your submission. Please provide name of your firm, address, POC, phone/fax number, and email address. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. The Government will accept written questions by email only. In addition, interested firms are encouraged to submit their capabilities / qualification data No LATER THAN 21 August, 2009. This is a Sources Sought Notice and submissions will be used for informational and planning purposes only. In addition, the Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this survey.
